Workforce Housing in Bloomington
Workforce housing provides housing for families and individuals whose income falls above the threshold to qualify for affordable housing, but below the income necessary to pay for market-rate housing. Workforce Housing currently targets household incomes that fall between 80% and 120% of the area median income (AMI), as calculated by the US Department of Housing and Urban Development (HUD). See the table below for income limits for 2024-2025. Calculations are updated annually after HUD publishes the new rates; the timeline on this varies.
2024-2025 Workforce Housing Rental Calculations for 80-120% AMI
The UDO Administrative Manual guidelines state that “rental rates become applicable to Workforce Housing units the year following publication in order to increase predictability in marketing the units. For example, HUD’s 2019 published AMI rates applied to rents for 2020.”
Therefore, the 2023 rates apply to 2024. Properties are to continue using these rates until HAND notifies you of new rate calculations.
It is important to note that theses rental rates represent ceilings. Workforce housing units can be leased for less than the rental rates listed.
Within the city of Bloomington, there are currently 254 rental housing units classified as workforce housing. 228 of these units came online the fall of 2023. For information about renting workforce housing, please contact these properties directly.

Who is Eligible for Workforce Housing?
Eligibility for workforce housing is based upon total household income, which must fall within the range of 80% to 120% of the Area Median Income (AMI), as calculated by the US Department of Housing and Urban Development (HUD).
