Bloomington Police Department's Critical Incident Response Team (CIRT) is a multi-jurisdictional task force designed to handle serious emergency situations. This team is called upon to handle emergencies such as hostage or barricaded suspect situations, high-risk warrant services, and other situations involving anticipated extreme danger. CIRT members are also trained and used to assist in the protection of visiting dignitaries.

CIRT activations come in two varieties: pre-planned and emergent. Pre-planned activations, such as warrant service, are known in advance while emergent activations, such as hostage situations, are sudden and unknown.

The Risk Assessment Matrix, sometimes referred to as the Threat Matrix, is completed for pre-planned CIRT activations only - there is no time to complete the matrix for an emergent activation. This is both a practical necessity and conforms with current protocols (linked to below), which have been thoroughly vetted by both the Board of Public Safety and the Bloomington City Council.

After each CIRT activation, the Bloomington Police Department is required to present a report on the activation at the next regularly scheduled Board of Public Safety meeting. (All CIRT activations are reported to the Board of Public Safety, whether or not the armored rescue vehicle is deployed.) The Board of Public Safety typically meets the third Tuesday of every month at 5:00 p.m. in the McCloskey Conference Room (#135) at City Hall.
