In 2001, the City of Bloomington's Utilities Department formed a unique partnership with American Federation of State, County & Municipal Employees (AFSCME) Local 2487 which represents the Utilities Department and other city employees. In an effort to better manage the city's two wastewater treatment plants, the city accepted an employee-submitted proposal to form a Labor-Management Committee (LMC). The LMC makes possible the operation of the plants by both employees and Utilities Department management.

Since its inception, the LMC has helped to facilitate meaningful change and progress in both plant operations and the well-being of employees. Through projects, training sessions, and other related activities, the LMC hopes to continue to bring about positive change in the workplace.
