TO AMEND TITLE 15 OF THE BLOOMINGTON MUNICIPAL CODE ENTITLED "VEHICLES AND TRAFFIC" - Re: Stop, Multi-Stop, Yield Intersections, One-Way Streets, Increased or Decreased Speed Limits, Angle Parking Zones; Limited Parking Zones; Loading Zones; Parking Near Intersections, Parallel and Angle Parking Regulations, and Removal of Abandoned Vehicles (Including Maximum Towing and Storage Charges for such Vehicles)

This ordinance seeks to amend several sections of Title 15 of the Bloomington Municipal Code. The changes were suggested by the Planning and Transportation Department, the Bicycle and Pedestrian Commission, the Traffic Commission, the Public Works Department, the Police Department, and the Legal Department. Many of the changes implement 90-day orders pertaining to stop intersections, yield intersections, no parking zones, limited parking zones, loading zones, and modifications to previous one-way streets, as those temporary measures proved effective at solving identified traffic and parking problems. Some of the changes are necessary as the result of capital projects such as I-69 and the Woodlawn Avenue connection, reflect the changing of the name of Vernal Pike to Fountain Drive, or to improve intersection line of sight. Additional changes include adding new multi-way stop intersections and modifying speed limits in code. They provide for angled parking in specified locations, label all existing angle parking as “pull in,” and provide parameters for parallel, pull-in angle, and back-in angle on-street parking. They delete §15.32.130, “Parking near intersections.” They also allow parking enforcement officers to facilitate removal of abandoned vehicles and generate a fee for the performance of those duties. Note: Ord 17-22 was revised after release in the Council Packet on Friday, May 5, 2017 and introduction at the Special Session on May 10, 2017. The revisions made minor changes to the Whereas clause and removed Section 12 (Resident-Only Parking Permits) along with references to it from the ordinance. Note: At the Regular Session on May 17, 2017, the Council adopted two amendments: • Am 01 – adjusted the no parking on the west side of Fairview between Dodds and Wylie in Section 7; • Am 02 – added hours of enforcement to the loading zone in Section 9 and added Sections 15 and 16.
