Jim Sims was elected to Bloomington City Council on August 21, 2017 to fulfill the remaining term of retired Councilmember Tim Mayer. Jim lives in the Highland Village neighborhood on the city’s far-west side. He is an Indiana University graduate, husband to wife Doris Sims and proud Dad of Camisha and James. Jim is employed at Indiana University – Residential Programs and Services Division (31 years) and additionally serves as Council liaison to City of Bloomington Utilities (among other council board, commission and committee appointments), as President of the Monroe County NAACP and as Chair for Second Baptist Church Trustee Board. Jim is the second African-American to ever serve on Bloomington City Council.

Prior to joining City Council, Jim served on numerous city/county/community boards, commissions and committees including; Board of Quality Housing Appeals, Plan Commission, Board of Public Safety, the Sophia Travis Community Grant Committee, IUB Professional Staff Committee, co-host WFHB’s “Bring it On” African American News Affairs program, MCCSC Diversity Committee, Monroe County Black Democratic Caucus, Stepping Stones Youth Transitional Housing program, previous candidate City Council District #1 and 2016 Indiana Democratic State Convention Delegate. Jim is also a member of Phi Beta Sigma Fraternity, Inc. and earned the Boy Scouts of America Eagle Scout Award.

Jim looks forward to serving the Bloomington community this term and beyond, and his vision of serving the constituency include the City’s Comprehensive Plan, city budget, enhancing public safety (police and fire), affordable housing and the overall housing stock, living wages, planning for new I-69 effects on the city, repurposing of near downtown area hospital facility, safe and civil city and neighborhoods and city infrastructure needs and maintenance.
