What you are noticing is related to the recent signal retiming adjustments at this intersection. As part of those changes, we implemented pedestrian safety improvements that now automatically call the pedestrian crossing phase during the signal cycle. This is likely why Walnut is receiving red lights more often and for longer periods, even when there does not appear to be a vehicle waiting on the side street.
We understand that this can be frustrating for drivers, especially when there is no visible pedestrian present. The purpose of this change is to make crossings more accessible and predictable for people walking, so pedestrians can receive a crossing signal as part of the normal cycle without needing to press a button, similar to how drivers receive a green light automatically.
We are continuing to monitor these signals as traffic patterns adjust to the new timing and will evaluate whether further refinements are needed.
