Certain eBikes (Class I and II) are allowed on trails at speeds up to 20mph, but typically bikes like the ones seen in this picture are unclassified and not allowed. That said, it is very difficult to enforce. I would also encourage you to reach out to your City Council representative to let them know about your concerns, as local legislative solutions may be needed.
