1301 Woodhill Dr and 815 S. Larkspur Ln, both owned by Pendragon Properties have been vacant for weeks now. It is common practice for Pendragon it seems to leave windows open (presumably because they turn off HVAC to save costs?), and it has been humid and rainy increasing the chances of Black Mold and other issues related to moisture. This is not something new, and has been observed on these same properties an others in the neighborhood numerous times over the years.
They are currently showing the houses to rent to (i.e. scam) new tenants, and it seems best if people were informed of their problems or if possible for the houses to be inspected. (Presumably, knowing Pendragon, there are other problems as well.)

A tall plywood fence is being installed between the houses at 1000 and 1002 East Atwater in order to provide an area for drinking/partying. These "fence" panels are removed and stored during city business hours on the deck adjoining the house at 1002 East Atwater. These are the dates the fence has appeared:
8/23, 8/24, 8/25, 8/26 8/31, 9/2, 9/3, 9/4, 9/8, 9/9, 9/14, 9/15. In addition to hiding large crowds of kids drinking, the party area draws increased traffic, trash, noise and the possibility of the "fence" falling and injuring someone. In spite of the fact that the property owner and tenants have been notified that the fence is not allowed it is repeatedly put up and removed to facilitate crowds and loud parties. Would the city please take some action to prevent this from continuing?

This "temporary" fence has gone up every weekend since the end of August 2017, and the photo here is from today (Sat.Sept.16). It is held up by begs of sand or concrete(?), and pails with cinderblocks on them. The fence is made of plywood boards not attached to each other but resting on the aforesaid "supports". As the boards are large and heavy, it is likely they could hurt someone should they tip over during one of the many loud parties the fence enables.The fence also enables the partiers to avoid being seen by the police when passing by looking for the source of the loud parties and allows the partiers to espy the police cars coming to shut down their parties. Please inform the occupants of the house that they should not erect this fence, not only for the danger to passersby and to themselves, but because they requested permission to build such a fence from the Bloomington Historic Preservation Commission in June 2017 and permission was refused.

This horrible rental company had water flowing out of their house for at least a week. Busted pipes, and they don't take care of their properties. There's already been a bunch of cases of mold in their rentals. I bet you anything these subhumas are going to still try to rent this shithole to some rentals they know they can easily take advantage of.

For over a year now, an unsightly and unsanitary toilet has been parked prominently in the front yard of the property, causing significant distress and potential health hazards to the surrounding residents.
This is an eyesore and safety concern. The toilet's presence detracts from the character and well-being of the neighborhood, and despite a previous complaint filed under case number 184694S, no change has been made.

On December 30, 2023, a camping trailer arrived on the property and appears to be occupied, potentially in violation of city codes 20.03.030 (g) Accessory Uses and Structures. (1) Generally (C) Prohibitions. and 20.04.060 (n) Use of Parking Areas. (5) Storage, Occupancy, or Similar Uses.
While the parking and occupancy of the trailer itself raise concerns, my main concern lies with the overall condition of the property. Over the past few months, there has been a noticeable accumulation of debris on the driveway, in bushes, and throughout the yard. This includes items such as tires, biking equipment, and various other objects scattered about, which detract from the character and property values of the neighborhood.
I understand that personal property management is an individual choice, but the current state of the property at 2603 S Bryan St significantly impacts the surrounding environment and creates a less-than-desirable atmosphere for neighbors. I would greatly appreciate it if someone could investigate this matter and take appropriate action.

There are on average 6-7 cars parked in the grass and drive. There are piles of trash surrounding the trashcans in the front. They've made a DIY fence made of baby gates, random fences and items they've found. From what I understand they do not rent, but are possibly past an eviction notice. It's possible there is no running water so where are all these people going to the bathroom or water? There are dogs on the property. How are they getting water? The building is falling apart. The city needs to step in and help the owner with this situation. There have been multiple reports on this property, animal control has been at the property regularly.
