A house on my street has become a transition house for alcoholic woman. My opinion is that this primarily one-family house has become a hotel. This neighborhood isn’t zoned to all allow businesses. I am a homeowner here in the city. Unexpectedly my neighbor trenched And waterproofed his basement. The trench was between our houses, Which are close together. I asked him if he needed a Permit. He said no. Is he right?

New tiny home set up on 2409 S Rogers Street. Apparent rental income for existing homeowners. Code? How does homestead factor in?
Shed on property has been built 3.5 feet from the property line instead of required 5 feet. Also lots of grass and weed overgrowth between shed and fence.
Impervious surfaces covering too much of the property! There are terrible problems with run off due to paving, and this property is adding significantly to the problem.
There is an extremely bright blinking light on top of the building that bothers my eyes when I try to sleep every night. I live in the apartment complex next door. They will not turn it off. I am losing sleep over this. If it is for "safety" reasons, at least keep the light on but without the blinking. There is another bright light on the building too that does not blink, so I don't understand why it is necessary for this one to blink. The blinking of it is what bothers my eyes. There is also a jumbo screen that is super bright that should be turned off when the rooftop closes, yet they keep that on all night too. The jumbo screen isn't the main issue though, it's the bright blinking light. Please please if you can make the blinking stop I would appreciate it.
I'm trying to find out who to contact pertaining to runoff from a new construction site into the nearby neighborhood waterway on the west side of Bloomington. My concern is that the construction barrier broke during the big storm in July, causing muddy clayish water to spill out into the road and backup the drains. That water has now made its way into the creek that flows thru Orchard Glen Co-op and meets up with the one along the Karst Farm Greenway. Due to the amount of mud, i believe someone needs to inspect it to make sure it's not a threat to the habitat or karst system there.
Although the map doesn't indicate it, there is a house on the corner that appears to be running a commercial paint company. There's a trailer with no less than 50 5 gal paint buckets and a storage trailer as well. Not sure if paint is leeching out of the trailer but it looks like crap in a residential neighborhood.
