My comment is for the Engineering Department for their consideration pursuant to the March 30 public meeting at city hall regarding safety improvements at the intersection of East Morningside Drive and Smith Road. Most of the comments were related to the urgency of taking effective action to encourage southbound drivers on Smith Road to stop at the Morningside intersection. My comment addresses specific action to increase awareness of the presence of a Stop sign that is not visible to southbound drivers before they are near the intersection. Similar situations locally have been corrected by placing a STOP AHEAD flashing caution sign approximately 100 feet in advance of the Stop sign. That is about the same distance for the Stop sign to become visible to drivers cresting the hill south of the railroad. Flashing caution signs with solar powered lights on both sides of the street and located midway between the railroad underpass and the Morningside intersection would get the attention of southbound drivers as they approach the intersection. In addition, markings on the pavement south of the underpass and a few rumble strips would provide sound and vibration signals to drivers who may be distracted by using phones or other impairments to their full attention.

1799 N Kinser Pike

The left turn light on N Kinser Pike at SR 46 Bypass does not allow enough cars to get through and there is no blinking orange arrow option for when southbound traffic is clear. Cars in the left turn lane (to go west on SR 46 Bypass) are backed up south of Kinser Flats. It would be great to either increase the time during rush hour or add the orange arrow. Appreciate it.

Bloomington Hospital

The lights on E. 3rd St. also called 46 are not seen. For the volume of traffic with the university and the hospital it just took me 13 minutes ago from Bloomington Hospital to sitting at the light at the stadium football stadium. This is not the first time it is very frustrating. When at the end of a long day you’re trying to get home feed your family and do homework and you are stuck in bumper-to-bumper traffic because the lights aren’t seeing for the volume of traffic on this road. Please look at the lights on E. 3rd St. from the hospital going towards Charlottesville and sync, the lights to traffic flows better and doesn’t get so backed up

605 West Cherokee Drive

Cherokee Drive, previously a dead end road, has recently opened up to the new neighborhood attached to RCA park. With the opening of the road, we are seeing increased traffic and that traffic is often traveling at speeds far exceeding the speed limit and what is safe, especially considering there are not sidewalks so pedestrians are forced to walk on the road. I’m requesting mechanisms be added to limit speed, like speed bumps, etc. to reduce risk.

The northbound side of N Kinser Pike at the intersection with SR 45 could desperately use a dedicated right turn lane, as traffic often backs through multiple traffic light cycles. I already reached out to INDOT and they said that they don't have any funded projects on their end. BUT they would be willing to work with the city if we wanted to take the initiative. See below: Case #: CS0513872 Request Description: The northbound side of Kinser Pike could use a right-turn lane where it intersects with SR 45 in Bloomington. Folks frequently use the shoulder here as a makeshift turn lane but it is full of potholes and not well-suited for this purpose. A dedicated turn lane would greatly help improve throughput during busy times when the light is very short. There is ample room to expand, and it appears that the lots already belong to DOT and the Indiana DNR. Resolution: Thank you for contacting the Indiana Department of Transportation. Our Traffic Investigations Engineer has reported a turn lane would require widening with full-depth pavement and utility relocation. INDOT does not have any funded projects to construct a right turn lane at this location. If the City would like to pursue the addition of a turn lane on Kinser Pk, they can work with INDOT Permits. Construction season is in full swing, stay safe! Buckle Up, Phone Down.

601 S Woodlawn AVE

The curb on the south side of 2nd street on the southeast corner of the intersection of 2nd and Woodlawn needs to be painted yellow. (all curbs in the intersection should be evaluated.) It was painted yellow prior to the curb and sidewalk work this past summer but the new curb has not been painted. This is particularly problematic when traveling south on woodlawn and turning east on 2nd if there is a car parked on the south side of 2nd street close to the intersection but all curbs in the intersection should be evaluated.

Cherokee drive is now a through street to Osage place and already drivers are driving too quickly down the hill. I'm requesting that a traffic calming bump be installed somewhere in the new Osage place Cherokee Drive. Thanks for keeping our narrow street safe.

I reside at 1909 E. Windsor Dr. Recently many of the streets in our neighborhood were repaved and speed humps were installed. However, our street from the corner of Arden Dr to the three-way stop corner of Wilton Dr were repaved but not speed humps. I am advocating for 1-2 to be installed on Windsor Dr between these two intersections. Very few autos stop at the three-way and I believe the speed hump will slow them down as they come to the Windsor & Wilton intersection and make for a much safer intersection. An older resident in the neighborhood explained how Windsor Dr at one time was a straight east-west street and the Windsor & Wilton intersection was a straight T with only one direction having a stop sign. The city, many years ago, changed this intersection to add a three-way stop and curve Windsor out so to slow down traffic. Maybe it worked, but not so much from our vantage point. I have small grandchildren that are with me a lot and I'd like the area to be safer for pedestrians. Lots of dog walkers and people walking in general and there are NO sidewalks for the most part in our neighborhood. Thank you for your consideration of this matter.
