What are the requirements for residential living quarters in a commercial building. There is a person with living in the Fell Building at 4th & Rogers. There is no door other than a overhead door for entrance & exit from his loft.

We are the landlord of this commercial building and have a shared alley way. There are two white trash bags leaning against our building (left by students across the alley most likely) - trash is strung out of it due to animals and there is some broken glass as well. I am manager at TRACKS. We run a IU apparel and record store at 415 E. Kirkwood Ave. Every day between 1 and 6 homeless people gather and sit on the limestone planter outside our store. It is having a negative impact on our business and I would like to know if there is any recourse to get them to move on. What are the rules on who can sit on the planter for how long?

I work for Interstate Parking Company and we specialize in managing and leasing lots for different parking locations involving monthly, daily and event parking.
We are wondering if you had an Approved Vendor’s list or if there is a place to sign up to get up to date RFP’s for City of Bloomington, IN. Or if you suggest checking back on the City's website is the best way to look for new bids.

On two occasions, I have shopped at Sahara Mart when no heat was in use. The first experience was at the 2611 E. 3rd Street location, and the other was the 106 E. 2nd Street location. The second time the workers were wearing coats, hats and gloves while working the cash register. When I asked "Did the heat go out on you?", the employee said that they "Do not have heat." After the words escaped his mouth he acted as if he didn't want to talk about it any further. I wasn't sure where to report this, so thank you for the opportunity to let the city know.
