Bloomington's traffic signal timing is, in general, inadequate. Traffic patterns in the city are highly variable, changing drastically as students arrive and leave with the university schedule and as new student housing is constructed. It would be wonderful if the city were to invest in a system which changes traffic signals in real time as a function of data collected from sensors at intersections. Surely there will be graduate students, postdocs, and faculty in the Luddy School eager to help out with a cool "smart city" project...
The Audio Pedestrian Signals at this intersection aren't working. I got this complain from someone who is blind who said "When crossing from the west moving east across walnut, it’s a bit dangerous because as a blind person, I am listening for my parallel traffic to move when that traffic signal activates the traffic to move, and especially on that left hand turn onto Walnut, the pedestrian signal is not activated as the parallel traffic is… The pedestrian signal seems to be delayed… That’s dangerous, especially if the audible signal is not working or loud enough to be heard… When I hear that parallel traffic move I take that as my signal to cross the street…" We checked them out and we don't hear audio, except a weak "wait" at the southwest corner.
On 8/27/2024 around 10:30am, the traffic light facing/releasing Bryan Ave onto 3rd St went through about 5 cycles without turning green. The person in the front of the line was forced to turn right on red to be able to leave. After they did that, the signal turned green in the next cycle.
The turn signal on 17th to turn on to college lasts 10 seconds and is impossible for one let alone 2 cars to get through. Increases traffic along 17th street
The light turning left from the bypass headed north to N Walnut needs to be longer and people continue to block the intersection causing MULTIPLE “close calls”

We submitted a notice #187869 that notes as fixed, however the left turn light on 17th street turning north into Simon Skjodt Assembly Hall is still not working. Thank you!
The new pedestrian crossing signal at 11th and Diamond has a locator tone that beeps continuously 24/7, all day and all night. The signal is very close to my house (<10ft) and I can hear the tone from inside my walls, which is absolutely maddening when I'm trying to fall asleep! Please turn off the persistent locator tone on these signs, there are other tactile cues to help those with impaired vision find the crosswalk. Thanks!
The pedestrian crossing buttons at all four corners of East Third Street and Hillsdale/Woodscrest aren't working. Pedestrians never get a walk signal. In addition, the traffic light stays green for Third Street car traffic until a vehicle pulls up on Hillsdale or Woodscrest to wait at the light (meaning pedestrians often must try to cross when there are drivers turning left across the crosswalk).
