Significant flooding at the intersection of Blair Ave and W 11th St during today's storm. The intersection completely flooded and spilled over my neighbor's driveway and into my yard, eroding the swale. I had to wade through ankle-deep stormwater multiple times to unclog the street drains, as the rain continued to wash more leaves and debris into them.

The stormwater runoff inlets at the intersection of Parkway and Middle Court are insufficient to support the amount of stormwater runoff from the entire length of Parkway. This causes flooding at the intersection of Middle Court and Westwood. We need additional to increase the number inlets along the entire length of Parkway in order to alieviate this problem. Mr. Peden has been apprised of this problem. However, acquiring sufficient funding from the City has not been forthcoming.
Water pools on NE corner of 11th/Lincoln intersection (formerly a sidewalk) and freezes. This is dangerous. Water pools at same location in summer and causes swampy conditions.

My property at [address] flooded again on June 18, 2025, continuing a long-standing pattern of stormwater failures. This area lies within FEMA Zone AE. I have lost two vehicles to flooding and continue to suffer property damage and personal risk due to repeated flood events. The creek that repeatedly overflows lies just off my property line, meaning I have no ability to access, maintain, or control the waterway that causes these floods. Despite this, my home bears the damage. City crews have occasionally cleared culverts, but no long-term mitigation appears to have been performed. This remains a clear public hazard. I am formally requesting inspection and corrective action by the City under Title 13 of the Bloomington Municipal Code, which mandates maintenance, inspection, and prevention of stormwater harm. I have also contacted FEMA Region V to report this issue and request federal documentation. Attached to this report is one photo showing flooding on my property during the June 18, 2025 event, after I had to relocate my vehicle to prevent further damage. A parcel map showing the property location in relation to the adjacent creek is also available upon request. Water form the neighborhood is flowing into my yard causing floods and interior damage once saturated. I have a lot of video evidence. I am trying to repair damage on my own, but I can't keep up.
Water runoff is still an issue. I have reported this before and it is causing damage to my yard and basement. This area really needs a sidewalk or curb with storm drains.
