Employees, visitors, and bus stop users all continue to violate no smoking ordinance per state and local policy. Anyone using the sidewalks and going through doors to buildings they have to use are subjected to smoke inhalation all throughout the week. Please address this. Especially bad by trash enclosure and county bench near north intersection heading towards trades on county side sidewalk.

Spring has started and the outdoor smoke coming from the Barbecue is in full force at the Short Stop food-mart on North Smith Road. My wife and I had three meetings with the City Council about this issue in 2015. And 2 recorded meetings with the council as a whole and a second meeting a few weeks later. The smoke issue was to be addressed for this location. But Chris Smith sold the store without implementing the standards the City Council had requested he perform. He was supposed to install and indoor smoker by December of (2015) that never happened. And he then sold the business in spring of 2016. As an example of how bad this smoke is. I hung wet laundry outside yesterday (Wednesday 4-25-18). Hoping for that nice fresh air smell when it was dry. Our clothing smelled like we had been next to a campfire. So I had to rewash all of the clothing. This has become a HUMAN HEALTH hazard and it has not been taken seriously. The city did nothing after our meetings to address SMOKE issues from cooking outdoors. I really hate to call the Fire department each time I smell smoke. As the cost to the city will be ridiculous for putting out (3) outdoor smokers. But that is what I am going to start doing. As we cannot breath. She had a lung removed and everyone is turning a blind eye towards this fact. Let me know what the city can do. Our district representative Allison Chopra was at the meetings as she was running for office and won the election. But I was told she had slept since the meetings and did not remember the restrictions placed on the smoke issue. If necessary I can send you the link to the videos of the meetings and what was proposed. Thank You.

There was a small fire 2 days ago started in the grass area of property of Governor Park Apartments and the trailer Court area. Its a smoking area where people go out to smoke. I live near there but not at the apartments. I see people who sit in chairs and use a green tin to put there smoke out and the butts are never put out. There was a guy passed out drunk at the can then later it started fire. The can was smoldering. It does almost every night and it's right in the parking lot of the apartments so I don't know how this is legal because it's near a apartment complex. Fire department comes when called but the fires DONT STOP. The can is not a proper cigarette extinguisher and it's has been an ongoing problem that I'm afraid it's going to start field on fire that goes into my property.

I would like to request that someone visit the site to inspect the designated smoking area and the cigarette disposal containers. Because the apartment complex has established a permanent smoking area immediately outside this non-smoking building, violations are constant and can be observed at any time. The police have responded to this location multiple times due to fires caused by smoking. They informed me that this is a government or HAND (Housing and Neighborhood Development) issue; however, each time I report it, I am referred to a different department. Is it possible for a representative to see this firsthand without me calling the non-emergency line? Additionally, would the Health Department be able to assist, or is there another official who can verify the proximity of this smoking circle to the building? I have numerous photos available to provide as proof if needed. I look forward to your guidance on who can specifically address this ongoing safety concern. Best regards, Jessica Hanna

I am writing this in regards to living in an apartment that has a smoking area( our building is a smoke free environment ) but the area if the smokers is very close to my window and right on the edge of the building. I guess the property manager considers that off property but it's right outside the building so I'm not too sure of the property lines but I feel like it's way too close to the building not to mention that on multiple occasions we've had to put fires out that are started from cigarette butts not being extinguished completely when putting in the bucket and people putting trash in there and it catching on fire, so that a major concern as well. The manager addressed it with a letter but I have still found the issue of the can smoldering. I asked my property manager at least if they could get the professional kind of cigarette butt extinguishers so that it was definitely out and could I just smell but never really got an answer and smoke is coming in through the window in the gaps. I know that any smoking area needs to be 8 ft away from an exit but I also was under the impression that it should be 25 ft away from any building window or vent system which mine is definitely closer than 25 ft and I'm really really getting tired of the smoke coming in to my building through the window into the apartment. I have written a complaint to landlord multiple times.

After battling with code my apartment building it 25 ft away with the smoking but they only moved it 25 ft away but it's still entering the 50 some windows in the back where they placed it and going in the ventilation system and I've tried contacting the Bloomington Housing Authority about it. I don't know what to do any recommendations I was told that the PHA can help enforce stricter things or even make a designated smoking area that's further than 25 ft away when I reached out to Bloomington Housing Authority I'm not too sure if I spoke with PHA they weren't very helpful I thought about contacting the health department because they can come out and see which way the wind blows and where it's drifting inside but when I looked it up I really didn't see anything to tell them about smoke issues. This place needs an inpection for so much
