What is this blocking the sidewalk that used to continue in a normal straight line? Was it the idea of the new duplex builder? And the City approved it?

Large branch blocking alleyway behind 316 N Washington St.
Two Bird scooters were abandond on the sidewalk in front of our house last week. My husband filed a report on August 8 and spoke to someone at HAND, who submitted the information, and it was assigned to Jeffrey Jackson. My husband left several messages to Jackson's office over a period of a couple of days to let him know the scooters were still there. Eventually, only one of the scooters was picked up even though they were parked next to each other. As I'm writing this, the scooter is still there. I am concerned because parking a scooter on a sidewalk is a violation of the Americans with Disabilities Act. If nothing is done today, I will contact the Mayor's office with my concern.
Stop sign post seems to have been hit by a car and is broken at the base. The one at the southeast corner of Madison and Watson. Sign is still up but tilted and about to fall over. Needs to be replaced.

A tree was damaged in the storm last night and a branch broke from it over the top of the sidewalk. This is a city tree. I’ve submitted the tree info for it from the city’s website. Thank you.
What is this? A sidewalk??? A tree plot?? I don't know. I'd call it a bad idea. In front of a new duplex. Was it the developer's idea? Who (Transportation and Planning) signed off on it?
