Drainage or Runoff

I live at 1202 E. Elliston Drive (green house pictured). Elliston Dr, at the northwest corner of our lot, pools with a large volume of storm water after even a little rainfall, and it does not drain we have to wait for it to evaporate. I know it's probably an undertaking but is there any way the city can fix this? Overall the corner is a high elevation but there's a shallow pool there as you can see, and no storm drain. Could a storm line be ran down to another location so it can drain away and stop causing problems with the curb basically eroding away?

Three very large pipes have been lying in my yard for over one week now. I believe that this is for a contracted public works project. I do not want to approach the workers during this public health crisis as they are not wearing face masks. I would like to be able to mow my lawn this weekend, and I do not feel that the lawn of an occupied house is the appropriate place to store construction equipment. I would like to request that the workers are instructed to remove the pipes from my lawn either today (Thursday, April 09, 2020) or tomorrow. In the event that this is not a water-related project, I would assume the city has permits on file to communicate with the appropriate party.

I found a notification on my door yesterday afternoon. It says my house has been using 10 gallons per hour non-stop.
There is no leakage in this house. Is there something you can do to check on the faulty meter?
My water bill is $100 average per month.

The new builders on the corner of Covenanter Drive and High Street installed a pipe last week. Our concern is that the pipe was not installed low enough to keep the flow of water continuing to High street and beyond. With the rainy season coming...we are concerned that the pipe will make water back up on our property. The city just spent two weeks closing off High street to fix this issue and now we are concerned that the new builders have just put something in (but not properly installed it) so they could have a little rock culvert to get to their property off of Covenanter Drive. I sent an email to Vic Kelson and Brandon Prince on Thursday, but never heard back from them. I am writing again because we would like this matter to be taken care of now before they get more involved with building and it is too late to fix the problem. I would appreciate if somebody would get back with me on this matter. Thank you.

We have a water leak at our main in our yard.
Our normal bill is around 40 dollars and our last one was over 160 dollars. This has happened once before about 2 years ago. The city came out and looked at it saying that it was on there end and they kindly fixed it for us... i think we have the same issue again. Please contact me back ASAP at 812-361-2420 Thank you , Cory Blackwell

Our tap water has turned yellow and there is some particulate in the kitchen faucet strainer. We just noticed this today, and it seems potentially dangerous. Our address is 907 S. Manor Rd. in BL 47401. Phone 812-219-8988
