Illicit Discharge (Storm Sewers)

As commonly done when the storm drain is cleaned they dump the debris into the yard which ends up killing the grass I was told that when they clean the drains they're supposed to take the debris with them. I'd appreciate it if they would I've been fighting keeping grass growing here and when the water goes fast if there's no grass growing it takes the topsoil. Thank you

Majority of streets and drain culverts in Park Ridge East addition need repair/repaved. There are areas on Saratoga which are really bad. Stretch of road in front of my house consistently fills up with road debris and water. Really hoping the streets in the addition could be repaved rather than filling potholes that end up re-occurrng due to poor drainage.

Street needs repaved. Filed u-report 8/14/21 reporting same problem which was closed 8/19/21 indicating hot patch crew sent to area. Street in front of my property on west side of street and extending down to Saratoga Drive remains with areas of broken down and damaged pavement that was not hot patched. The patching is a temporary fix that does not last due to the poor drainage. The drain culvert in front of my house is filled with road debris, sand and dirt. After any significant rain, this collects water which does not drain as the culverts need repaired to allow for better drainage to the road drain near Saratoga Drive. The road slopes to the west which compounds the problem. Was told last year the issue with the water collecting in front of my house in the culvert was due to asphalt that was placed at the end of my driveway blocking the flow of the water. My driveway was replaced in March with nothing blocking the culvert now, and it continues to be an issue. I noticed the badly damaged road and culvert on Saratoga Drive was repaired thankfully. Would like to see the same kind of repair done along this area of Park Ridge Rd , however, the majority of the roads and culverts in the addition need attention.

Subject: Re: uReport Case #162510 - 3433_E._Third_St._property_needs_owner_attention Mike Arnold -- An update from a coupe weeks past on this address, I have been been busy or else would have sent a message sooner. 2/10/18: I reported to Bloomington Police the north, back of house, doors open. Lower door wide open, upper door open but storm door closed. Officers (six) arrived and cleared the house, Windows are still unlocked and storm windows may be opened as they are not closed in place on nearly all windows. Please make contact with the owner and request that they close all windows and check the two doors so they may be closed and locked. I have mentioned to you in the past, on the lower door, stone wall has fallen and mud prevents storm door to close. This needs attention. Please be more aggressive in your home owner contact. Monitoring this house and follow up on securing the house is now using Police time and resources. Plus my time and others neighbors concern that the house is being entered by homeless and others trespassers. It appears a mess inside and needs attention. If you cannot get results on this homeowner's negligence, see history back to 2004 where the city has sited issues, I will follow up with the Mayor and City legal. This needs to be solved to hold the homeowner accountable for action before something bad happens; house fire, frozen water pipes, trespassers cause issues. If you can, please tell me who the homeowner is and their contact information. I am willing to contact them to discuss issues (as the Neighborhood Association representative) - plus Bloomington Police wish to make contact. There are 3-4 moderate sized pot holes on the west side of this street. This area of the street has a significant slope with no drainage and consistently collects water, sludge, sand, etc which contributes to the deterioration of the asphalt. I have shoveled sand, etc many times from this area. This same problem is occurring in front of the house two houses north of this address. Would really be helpful to have some sort of correction to this if possible. Thank you.

There is a small area on the side of the road that has crumbling asphalt, which contributes to the storm water drainage issues as rocks get dropped into the drain after significant rain. Crews have patched areas along the street over the years, might be worth a review.
