Customer said a storm culvert on Yancy street was taken out, and he is afraid it will cause flooding in his yard when it rains.

Customer wants to know who is responsible for cleaning and mowing storm ditch North of her property.
pipe broke, lesk in the kitchen and not sewer.
Storm drain has a hole next to it.
The low area of this block (1100 South between Washington and Lincoln) is in the old alley and is first flooded by the overflowing ditch along Davis Street and then water continues to flow up from damage pipe clean outs even when water in the ditch has lowered. The water peaked at about 1 foot higher than shown in the attached picture. There is a storm sewer manhole behind this garage, but no inlets are nearby. Is sanitary sewer infiltration to blame for this? Would fixing the clean outs lead to backups inside homes?
After the heavy rain on 2/7/19 a pipe in the alley behind 1107 S Washington St continued to push water up even after the water level in the Davis street ditch went down.
When it rains, basement floods. Customer wants storm drain cleaned out.

City crew recently dug out this drainage ditch from 19th & N.Wash St. west along 114 E 19th. Last heavy rain washed large amounts of debris and gravel down to this area. Both grates are blocked - large amt of gravel is piled up in the ditch. Storm grate that had been buried before work is completely covered. Burlap lining ditch is pulled back from flooding. Looks rough. I have more pics but could only attach one. City crew needs to see how their recent work fared.
