Subject: Concern About Clogged Storm Drains on 1st Street Dear Bloomington Town Official, I am reaching out regarding an ongoing issue with leaves clogging the above-ground grated storm drains along 1st Street, between Henderson and Grant Streets. I previously reported this concern a few weeks ago, but the problem has reappeared due to the continued accumulation of leaves. The situation seems to have worsened following Bloomington's policy change to no longer collect unbagged leaves. As a result, many residents are no longer raking, and the town has become noticeably untidy. These clogged drains pose a significant risk of flooding when it rains, creating potential hazards for our community. I kindly ask for prompt attention to clear these drains and consider ways to address the broader issue of leaf accumulation to maintain the town’s cleanliness and prevent future drainage problems. Subject: Complaint Regarding Property at 402 E 1st Street Dear Bloomington Town Department, I am writing to formally report an ongoing issue at the property located at 402 E 1st Street. Early this morning (December 6), while cleaning up trash that had blown into my yard, I noticed excessive garbage left in their backyard. The bags are torn open, and the mess has begun attracting animals; just last week, while I was traveling, several neighbors reported seeing a coyote in the area. This property, which I believe is a rental, has been a recurring source of disruption in our neighborhood. In addition to improper waste disposal, previous incidents have included: • Smoking cannabis openly in the backyard. • Loud parties continuing until 4:00 a.m. • Unauthorized backyard fires without proper safety measures like a firepit. • Failure to maintain the property, such as leaving fallen leaves uncollected. I kindly request the town to investigate these concerns and take appropriate action to address the situation, ensuring the safety and well-being of our community. A concerned resident called 3400 to let us know that the release at Binford Elementary is not being enforced properly. There are many parents parking in the grass and in the ROW on the street to run in to get their children. This is causing congestion and potential hazards for the safety of the children.

On this property on the Allen street side, AEG left a 2ft wide and 3ft deep hole. This was months ago and the homeowner has left several messages. Also across from her property on Allen Street is an even larger whole near the sidewalk that was left by AEG.

Staff received verbal complaint of tree of heaven patch at 1123 E Miller Dr. Staff inspected site, which did appear to be tree of heaven. Tree of heaven primarily on private property, but may be going on City parcel as well.
