Request a new Street Light

Is there a place to request NO new street lights? Or to oppose requests for new and "improved" lighting?
There is plenty of evidence that night lighting is harmful, to humans and to animals. There is also evidence that lighting does not reduce crimes.
I don't live in a "bright" area of the city, and yet light is all around me at night, including creeping into my house and bedroom even though I have room darkening drapes.
I want nighttime and stars back. I can't be the only one, and yet it seems that procedures are set up to favor increased lighting and profits for Duke.

East Janet Drive street has numerous surface damage areas, ie pot holes. The street would greatly benefit from resurfacing.

I live at 837W 6th Street at the corer of W 6th and the 200 block of Waldron. There is a Maple tree on the City side of the sidewalk whose branches a hanging over the sidewalk such that walkers have to duck or go around as they walk by. It needs to be trimmed.

In Green Acres on 7th St from Bryan to Hillsdale and a block south on Hillsdale, there are several addresses which have a combination of trash bins, trash, or furniture still out. Collection is Wednesday.

721 2nd Street - trash blocking sidewalk
522 Park Ave - trashed couch has been in front yard for months
518 Park Ave - mattress in street
502 Hunter Ave. - excess unremoved trash including furniture at curb

I don't know if this is the right site to complain, but the traffic light at Tapp Road and Deborah Dr. has recently started turning red a lot more than it used to. The problem with this in my opinion is that there are sometimes 10-12 cars stopped on Tapp Road while there are from 0-2 coming out of Deborah Dr. It also stays red longer than it used to. Just doesn't make a lot of sense.

When heading south on College lately, the lights at 3rd, 2nd and 1st seemed to be perfectly time to turn red when heading south at the speed limit between each. I don’t know if this is incidental but could be much better.
Also the light at Walnut and South Dr is turning green for South Drive for lengthy periods even when there is no one waiting and even during early AM hours.

The street sign on the corner of East Dodds and South Grant
has a bad lean toward the north. Please straighten it. And I have noticed numerous
other city street signs with the same issue. Thank you. Kim Vint
