I am hearing a loud low frequency (36Hz) noise coming from summit elementary school utility units (it seems to only kickes in during a very cold day). I get a migrane from this noise and there is noway to escape it exept to leave our house. I belive it constitutes "unreasonable noise" as decribed in the city code 14.09. Please help!

Hello, My name is Julie Abrams. I am part of the St. Charles School Board Commission. I wanted to know if we must have a permit to hold a car show on our school lot as a fundraiser. The circular walking path in Bryan Park has broken glass on it.
Stumps remaining from tree city removed. Makes it impossible to mow. First reported in July. The City had utilities mark it and then never removed the stumps before closing the report.
