Bike racks should only be allowed for bikes and other personal transports that need to be locked up. Scooters owned by those companies do not need to be locked up, and yet people park them on bike racks, taking up valuable bike parking space with heavy scooters that are nearly impossible to move without knocking them over and push them around, since the wheels don't seem to move unless you've downloaded the app and paid to move that scooter. Can you please put a sign at all bike racks saying that scooters etc that aren't personally owned cannot be parked there? Today as I was on the Bline at Kirkwood, a whole bike rack of at least 8 racks was fully taken up by those stupid electric scooters, as if someone took them home to charge them and just lined them up there. Even though they don't need to be locked up! If these thigns are going to continue to exist, there needs to be a separate parking situation set up for them, because they're equally in the way when people just leave them in the middle of the sidewalk.

I was walking on the sidewalk near 4th and walnut and 5 scooter riders rode by me and one ran me over! I thought there were supposed to be restrictions on where scooters could be ridden and parked. I frequently see them parked in handicapped ramps. They are polluting our city and making it less accessible.

Around 9pm tonight (Sunday 3/29/2020) the Chocolate Moose on Walnut had a crowd of probably 15-20+ people inside. A big group was congregated inside together to get ice cream. There were also people congregating outside of the business and on the sidewalk. How is this okay? The Governor's order for the state of Indiana says we cannot go out for non-essential trips. The federal government says we cannot be in groups over 10 people. The crowd at Chocolate Moose was violating all of these rules. Can the City take action or should the state or county health departments or a police agency be notified?

The Vendors and the users of the scooters are nowhere near as courteous as cyclists. Those damn things are just thrown on teh sidewalk, blocking pedestrians and handicap ramps. They are a menace when ridden on sidewalk, and even more dangerous when ridden on the street. There is nothing innovative about these. They need to be removed from service until the vendors take better care of them when they are idle, and the users properly park and ride them.

Hello, I am writing to make a complaint about the scooters that have appeared over the last few weeks from both Bird and Lime. This past Saturday, multiple scooters from both companies were simply abandoned in Bryan Park, some of which were blocking the sidewalks and paths through the park, some of which were leaning against trees and benches, all of which were eyesores in an otherwise lovely park. At one point in the afternoon, six or so Lime scooters were dropped off on the sidewalk by the Henderson St. lower parking lot by folks from Enterprise Rental, on the sidewalk, where people walk, run, etc. In Bloomington, we are fortunate to have bike racks everywhere. Would it be possible to require that users and companies place the scooters at bike rack locations? By simply allowing them to be left wherever, users are leaving them around without regard to others. This is also a bit of an issue with the Pace bikes. A few weeks ago, one was left leaning on the stop sign at Henderson and Davis, when there is a bike rack just a block away in the park. Comcast has set up a tent on the corner of 3rd and Atwater and is blocking the sidewalk with signs. Do they have a business license to be operating here? Are they allowed to block the sidewalk?
