Our backyard floods when we have heavy rain - totally normal. However, our setup to the city's storm drain is clearly not running properly. Water at the opening is nearly at a standstill. A city utility worker was out after the last large rainfall a few weeks ago and was at the manhole entrance point near the street. Within 25 minutes of them leaving, our drainage issue was solved and nearly all flooding issues were resolved. Is this runoff drain/storm drain not functioning properly or not always turned on?

There appears to be a broken water main because water has been rising to the surface on my property the past 5 days. My front north sidewalk (photo attached), east sidewalk, and south concrete garage floor have been soaked for the past 5 days. My basement is dry and no pipes are leaking in my house. All waste water in this newly purchased mobile home is blocked. We discovered that all waste is coming back out of the clean out pipe and spilling onto the ground. Former owners also placed the shower drain into the clean out, but there is a large clog someplace lower down that is preventing the water from draining.

I have concerns that the water meeting pit cover at 411 S. Henderson St. is going to cave in. It has been sinking into the parking lot the last few years. I think someone may want to look at this.Thanks.
