I am writing as a concerned citizen who frequently drives by a property with multiple mobile homes in severe disrepair. Based on what I’ve seen and a report previously submitted to Bloomington’s UReport system, the conditions of at least one of these trailers are unlivable and pose serious health and safety risks. Most recently, I noticed that the roof of the trailer facing Madison Street has caved in, making it completely uninhabitable. This is in addition to the already hazardous conditions, which include: Lack of Basic Utilities: The trailer has no running water or gas for heating and cooking, making it unsafe, especially in extreme weather. Severe Structural Damage: Floors are dangerously weak, with one section in the bathroom completely collapsed and covered only by a board. The bathtub is resting on bricks, which is unsafe. Unsanitary Conditions: The resident has been forced to confine himself to a single room for warmth, using blankets to block off parts of the trailer. There is also ongoing animal waste inside the home, creating a serious health hazard. Fire and Safety Risks: Makeshift heating methods and extreme clutter increase the risk of fire, endangering not just the resident but also the surrounding community. According to the UReport complaint, the property owner is the resident’s wife, though she does not live there. She has publicly acknowledged these unsafe conditions but has failed to take responsibility for cleaning up the property or ensuring it meets basic health and safety standards. As the legal property owner, she is ultimately responsible for the upkeep of the land and any structures on it, including ensuring they meet health and safety codes. These conditions appear to violate multiple housing and health codes, including: Indiana Code Title 16, Article 41, Chapter 27, which requires property owners to maintain safe and habitable conditions for any mobile homes on their land. (Link) 410 Indiana Administrative Code 6-6, which holds property owners responsible for maintaining safe, sanitary conditions in mobile home communities. (Link) Bloomington’s Unified Development Ordinance (UDO), Title 20, which governs the safety and upkeep of structures on private property within the city, including mobile homes. I am not a legal or city expert, but based on my understanding, these regulations seem to apply to this situation, and I trust the city will review and enforce the appropriate codes. The property owner should be held accountable for the cleanup and remediation of these unsafe conditions. Additionally, I believe the resident may require urgent assistance, and I hope the city can connect him with available resources to address his health and safety concerns. this building has been abandoned for quite some time. The utilities aren't even on (public records). Within the last couple weeks a group of people have moved in with quite a few dogs and puppies. They made a fence out of wire but the dogs keep getting out and roaming the neighborhood and being aggressive towards the neighbors. They've moved things out into the yard including a toilet. How are they living in this unit when there is no running water or electricity. Where are they going to the bathroom and how are they taking care of all these pets without running water. People are also coming and going all day. Parking their cars in the yard. The two constant people living there are often fighting and screaming at eachother late at night and causing a scene. This should not be allowed to continue. This unit should be condemned and knocked down.

The house is unsafe. Previous complaints on this address have not been addressed. They have a tarp covering a hole on the garage roof. There is trash all over the yard items that they've pulled from the trailer like a toilet that not just sits in the yard. They made a chicken wire fence to keep their dogs in but the dogs have gotten out numerous times(animal control is aware of the problem with the dogs). If they are renting from the owner then it didn't pass any kind of inspection to become a dwelling that could be rented out. It is also possible that they illegally turned the water back on to the trailer.

Water has been shut off because of large outstanding balance. This is a rental property and the landlord refuses to address the situation and tenant is left without water. The large outstanding balance is due to a water line break.

There are on average 6-7 cars parked in the grass and drive. There are piles of trash surrounding the trashcans in the front. They've made a DIY fence made of baby gates, random fences and items they've found. From what I understand they do not rent, but are possibly past an eviction notice. It's possible there is no running water so where are all these people going to the bathroom or water? There are dogs on the property. How are they getting water? The building is falling apart. The city needs to step in and help the owner with this situation. There have been multiple reports on this property, animal control has been at the property regularly.

I think the water main in front of 2700 S Banta is ruptured - there is water coming out of the cracks in the street and its not snow melt/runoff. A section of the main was replaced a few weeks ago about 50ft south of where this new leak is.

Potholes, Other Street Repair

the road wrapping around my house (when bryan street meets Watson) is so worn down that when it rains, the water doesn't run off to the two sewer holes across the road, but directly back into my yard. It's been eating away at my yard. Also cars have now assumed the road is wider and cutting harder, also making my yard smaller. A neighbor said this is the place to request maybe a curb and the road repaved so water flows where it's supposed to. Thanks in advance for any help or advice.

Drainage or Runoff

There are no sewer drains for rain water. It all pools around my yard every time it rains. The road is worn down from trucks so the water just stays there for days eating away at my yard. I even see there's a line item on my water bill where I pay for run off water...why am I paying for it to just flood my yard? I've written about this once before because I also think a curb around my property would also help the problem.
