Loan Program Description

The Owner Occupied Rehabilitation (OOR) program offers affordable financing to qualified homeowners within the City of Bloomington jurisdiction to make property improvements.

The program offers a 0% interest loan of up to $50,000. The funds can be used to replace an aged roof, improve the foundation, put in a new energy efficient furnace, update a kitchen or bath, replace flooring, or any number of other items. A trained HAND staff member will assess your home's needs and advise you on the work necessary to make it a safe and healthy residence for you and your family.

The loan covers all costs associated with the project (labor, supplies, and materials). HAND manages the project from start to finish, which includes developing a scope of work, placing the project out to bid, and establishing a contract with a licensed contractor to complete the work. HAND inspects the work for approval and handles the payments to the contractor.

Looking to improve your home's energy efficiency? We can help with that too! Grant funds can be incorporated into the program for defined energy improvement items within the scope of work.

Is your home historic? We can help you take your home's exterior back to its historic roots! Our conditional loan forgiveness program allows up to $7,500 for exterior improvements.

General Program Requirements

The HAND Department's basic qualifications include:

  • Applicant's home must be located within the Bloomington city limits.
  • The home must be owner-occupied.
  • Applicant must satisfy the department's finance agreement standards.
  • Applicant's income must be 80% or less of the Area Median Income (AMI), adjusted by household size (income limits are subject to change):

  • Due to a high number of applications and limited availability of funding, applications are currently on hold to allow for earlier projects can be completed and to determine funding availability moving forward.
