Council to Hear Presentation of Bloomington Climate Action Plan

WHAT:  A presentation of the City of Bloomington Climate Action Plan (CAP) to the Bloomington Common Council, with the recommendation for Council to pass a resolution to accept it as an advisory document for the City of Bloomington and broader community.  If the resolution is passed, CAP will serve as a roadmap for the community to reduce greenhouse gas (GHG) emissions to mitigate climate change.  Bloomington aims to reduce GHG emissions by 25% below 2018 levels by 2030 and reach carbon neutrality by 2050.  The CAP is available for public review at https://bloomington.in.gov/sustainability/2020-climate-action-plan.

WHY:  The Bloomington Climate Action Plan is an action-oriented plan that follows up on goals and recommendations proposed in the City’s Comprehensive Plan and Sustainability Action Plan, both adopted in 2018.  Additional actions following from those documents have included the completion of a greenhouse gas (GHG) inventory and a climate vulnerability assessment.   

The CAP includes strategies and goals for climate change mitigation related to eight areas, including transportation and land use, energy and built environment, waste management, water and wastewater, food and agriculture, health and safety, greenspace and ecosystem health, and climate economy.  

The CAP was developed in collaboration with a 27-person planning team of community members, economic development representatives, City and Monroe County staff, together with input from a public survey and three community meetings.  Since the process of creating a Climate Action Plan began in April 2020, hundreds of comments and recommendations have been received from the public, many of which have been incorporated in the final version of the CAP.
