City of Bloomington Utilities (CBU) offers several options to help customers manage their bills, including payment plans and direct financial assistance through our partnership with the South Central Community Action Program (SCCAP).
How We Can Help
Payment Plans
CBU can divide your balance into smaller payments spread over several months. These installments are added to your regular monthly bill, making payments more manageable.

CBU partners with the South Central Community Action Program (SCCAP) to provide financial assistance for eligible customers experiencing hardship.

Eligibility Requirements
To qualify, applicants must:
- Be a direct residential CBU customer responsible for paying their own water, wastewater, and stormwater bill (you must receive an individual utility bill from CBU).
- Have an overdue bill at least 45 days late.
- Assistance may be available even if service has already been disconnected.
- Provide verified income documentation for all household members age 18 or older.
Have a total annual household income at or below 300% of the most current Federal Poverty Guidelines set by the U.S. Department of Health and Human Services.
Additional notes:
- Applicants experiencing extreme financial need may be considered for special review by the SCCAP Executive Director or designee.
- Proof of income may be required to determine eligibility.
- For Sanitation, assistance covers monthly bin fees only (not large items, yard waste, or extra pickup fees).
Additional Program Details
- You must apply for the Energy Assistance Program (EAP), but you are not required to use EAP funds for other utilities such as electricity or gas.
- Even if you do not qualify for EAP, you may still qualify for CBU’s assistance program.
- You must contact SCCAP each time you need assistance. This program is not automatic or recurring.
- Eligible customers may receive up to 4 months of assistance per approval. Financial assistance can be requested up to three times per calendar year, for a maximum total of 9 months of bill payment support annually.
