15.48.010 - General provisions.
(a) Vehicles parked in any of the following circumstances are declared public nuisances and shall be subject to removal and impoundment in accordance with this chapter, as well as any fines set by state law or city ordinance:
(8) Any vehicle which has accumulated six or more unpaid citations. The owner of the vehicle must provide proof that the parking citations have been paid before the vehicle will be released. Parking officials will provide notice to the vehicle owner when issuing a fifth parking citation to the owner who has four unpaid citations.
Steps that can be taken:
- Next time you park, please avoid parking illegally so you won’t be cited.
- Pay all citations by going to the Parking Services website link available 24 hours a day 7 days a week: https://bloomington.in.gov/transportation/parking/pay-ticket
- Pay all citations over the phone with a credit card, Monday-Friday, 8 am-5 pm by calling the Parking Services office at 812.349.3436. We accept MasterCard, Visa, Discover, or American Express.
- If citation(s) are in a collection status please contact Capital Recovery Systems, LLC (CRS) at 1.888.460.9955 or 1.800.693.6835. They also assist in setting up a payment plan if needed. Hours of operations are Monday-Thursday 8 am-7 pm, Friday 8 am-5 pm, Saturday and Sunday 8 am until noon.
- CRS offers online payment which can be accessed on line 24/7 at https://paycapitalnow.com/.
- If you are already on a payment plan for this vehicle with CRS this payment plan must be in good standings and not in a default status. If this account is in default, please contact CRS immediately to bring your account current.
- If your citations are less than 14 days old you may appeal them by going to this Parking Services 24/7 website at https://bloomington.t2hosted.com/cmn/auth_guest.aspx . This program is administered by the City Clerk’s office.
- Pay (1) one of the citations, so the total number of outstanding citations remains under (5) five.
