Duplicate and invalid report. I have visited this property several times to investigate the lighting complaints and found it to be in compliance with the City's Outdoor Lighting Standards. One visit, the lights were turned off so I was unable to measure them. At another visit, I measured the lighting at a point one meter beyond the property line. The light measure reading was below 0.5 footcandles and thus fully compliant with lighting trespass standards. The light bulbs and fixtures appear to be standard low-intensity decorative house lights which do not require full shielding.
According to UDO Section 20.04.090(b)(3)(F) [Development Standards and Incentives; Outdoor Lighting; Applicability; Exemptions; Low-intensity Lighting]; i. No shielding is required for a light fixture with a bulb rated at 260 lumens or less. ii. Full shielding is not required for a light fixture with a bulb rated at more than 260 lumens and less than 1,000 lumens when the bulbs are installed inside frosted glass or other translucent covers and shielded on top.
The lighting seems to meet this low-intensity lighting exemption for shielding requirements and also does not exceed lighting trespass limits. The lighting is compliant with the City's Outdoor Lighting standards. All duplicate reports will be closed out as invalid. If you have further information or would like to discuss this case further, you may contact Planning and Transportation Department staff at 812-349-3423 or at planning@bloomington.in.gov.
