Good Morning, I work for Interstate Parking Company and we specialize in managing and leasing lots for different parking locations involving monthly, daily and event parking. We are wondering if you had an Approved Vendor’s list or if there is a place to sign up to get up to date RFP’s for City of Bloomington, IN. On two occasions, I have shopped at Sahara Mart when no heat was in use. The first experience was at the 2611 E. 3rd Street location, and the other was the 106 E. 2nd Street location. The second time the workers were wearing coats, hats and gloves while working the cash register. When I asked "Did the heat go out on you?", the employee said that they "Do not have heat." After the words escaped his mouth he acted as if he didn't want to talk about it any further. I wasn't sure where to report this, so thank you for the opportunity to let the city know.

I live across the street from Juannita's Mexican Restaurant, located at 620 W. Kirkwood Avenue. It is a residential neighborhood with several small businesses in the area. Since Juannita's opened in August 2013, they have routed music through an exterior speaker at a significant volume. I am able to hear this music clearly in my living room and bedroom, making it difficult for me to concentrate, relax, or at times even to sleep. I have called the restaurant staff on multiple occasions asking them to keep the music down. I have sent them a written request to the same effect. I have called the police on three occasions. I've seen no long term effect. It seems that the exterior speaker is unnecessary and in violation of Bloomington's noise ordinance, given its location in a mostly residential area. I need to be able to relax and concentrate in my own home, but at this time nothing I've done has had a lasting effect. Please let me know if there are any steps I can take through the city to ensure that my right to quiet enjoyment is respected from this point on.

This is my second official noise complaint against Juannita's Mexican Restaurant, located at 620 W. Kirkwood Ave. Bloomington, IN 47404. The restaurant staff uses outdoor speakers to play music that can be heard outside property lines--I live across the street and can hear this music in my living room and bedroom, at times clearly enough for it to disrupt my sleep. I have complained directly to Juannita's management by phone, email, and in person on several occasions, to no lasting avail. Last May, I submitted a uReport regarding this issue and received a prompt and professional response from Jason Carnes, the Assistant Director of Small Business Relations. Mr. Carnes reached out to the Juannita's manager with a warning about the City’s noise ordinance, which seemed to be effective for a time. However, the music has recently become a problem again. I am a graduate student at IU, and dreading the prospect of facing another school year of being unable to concentrate or relax in my living space. Please let me know what further steps I can take to hold my neighbors accountable for this noise violation. Thank you, Kaitlin Mackenzie

Hello - there is a very loud phone ringing noise that originates at a car lot on S. Walnut Street (I think it comes from Royal Toyota South). I live about 2,000 feet away on Somersbe Place off of S. Rogers. I can hear the phone ring inside my house with the doors and windows closed. This is a rather annoying noise carrying over a great distance. Will you please work with the City and the car lot to put an end to this offensive noise creating a nuisance for everyone living within a given radius of the car lot? Thanks!

Hello - I am reporting a noise violation that I have previously reported to the City. I do not want to burden the police department with this, as I believe it can be worked out in a reasonable manner. The Royal Toyota South car lot on Walnut is a noise violation according to City Ordinances. I first reported this problem in December 2017 (Ureport Case #162088). The case is marked as "resolved" although the phone continues to ring just as loud and just as frequently to this day. Since that time, I have determined the City simply does not care. Business with multiple locations and money in town, versus lowly homeowner. I decided to report it again today because the phone has been ringing quite a bit lately. A review of City Ordinance 14.09.040 does not show this as a valid exemption. Under 14.09.030(c)(4) a loudspeaker is a prohibited noise. Also, I have heard this phone ring between the hours of 9pm and 7am previously which "is prima facie evidence of a violation of this section." The car lot has previously acknowledged to the City that this is their phone ringing. I simply want to be afforded the quiet enjoyment of my home and my property free from this incessant noise violation. I am roughly 2,000 feet from this car lot. I also know this is heard on the golf course at the Country Club, more than 3,000 feet from the car lot. The City is allowing one perpetrator to cast a very wide net of annoyance to local residents through a repeated noise violation. Please help those of us on the south side by putting an end to this violation of City ordinances. Thank you. Best, Nick
