ATT has not repaired downed utility lines since the storm several months ago. Who is responsible for making sure that ATT takes care of their lines? (I am not an ATT customer)

Crosswalk needs a vertical sign to caution drivers to slow down and respect crosswalk. This is at Hunter and High St.
Traffic southbound on Jordan is always held up by people waiting for the left turn to go east on Atwater. Countless times I've seen that the light has already cycled to yellow by the time northbound traffic has cleared, and as a result cars have backed up all the way to third st. If the switching equipment allows jordan southbound to get green BEFORE jordan northbound, it will improve intersection throughput tremendously.
I am requesting speed bumps for Covenanter Drive, between College Mall Road and Clarizz Blvd. This is residential area with two large apartment complexes. It's also a heavily traveled road for buses, bikes and vehicles, as well, as pedestrians. Many use it as a way to cut through the area or to reach nearby apartment complexes, the mall, the large Kroger, or medical offices. Speeding is a concern. Line of sight can also be issue with two bus stops, curbside parking, the road's curve and change in elevation. I think speed bumps would help the issue, just like it has done on Covenanter Drive, going west from College Mall to High Street.
Can you look at installing a dead end sign at the intersection of S. Hathaway Ct. and E. Cathcart Drive? Cars keep driving thru the neighborhood in an attempt to get to the parking lot at Southest Park and many turn around in the driveways of the houses on Hathaway.
I live in the apartment building on the corner of 2nd and High street. The entrance to its parking lot is from High street, very close to the corner. Any time there's a car stopped at the light the entrance is blocked, and the light is delayed for those cars, so unless you are coming in from the south, you have to wait for those cars to go, blocking traffic behind you, or go around the block. Could it be possible to paint the sign in front of the parking lot entrance that cars should not stop there for the light, but a little further from the entrance, and should not block the entrance to the lot? Why is there a restriction on left-hand turns off Patterson onto South Adams at this location (Patterson and South Adams)?
Adams and 2nd street lights, as well as Adams and Patterson lights, take what seems to be a much longer time for cars on either side of Adams. I have sat here for more than 5 minutes with almost no traffic on 2nd. I have also been in a line of 10 cars all waiting forever. Especially when only one car is on either side of Allen, this light is probably the worst I've experienced in town (2nd worst is Adams at Patterson, which also seems to have changed in the recent past to take forever). Please allow these two intersections to change so that the Adams lights on both have a more frequent change or less time to wait. Thank you.
