Most residents have animals and the common area has a permanent fowl odor of animal urine and excrement. Complex will not enforce city requirements for cleaning up after pets. There is also a spot in the garden area that consistently floods and has stagnant water. The dog park is not cleaned up either and is spreading disease to other animals. The run off from this complex alone is dangerous. Inside the buildings the dog waste stays on the floors and walls without proper cleaning as the cleaning lady only uses fabulous or just water. This makes it impossible to not track inside the halls and homes of all of the residents. Some residents have 2 giant dogs in a tiny 1 bedroom apartment. NOT TO MENTION A HUMAN BEING KNOWN TO URINATE OUTSIDE IN COMMON AREA!!!! There is a community garden that complex has implemented with food that is getting contaminated. Complex does not treat lawn with lime annually. Does not comply with Bloomington code on this or in general and animals and residents are making complaints and getting ill. This apartment complex smells like a kennel on a hot day and this odor gets sucked into window air conditioners creating a whole different problem. Upper respiratory issues are common due to known mold issues, the waste from people and animals, and go away after leaving property. Animals run without leashes in dog park constantly with no close supervision so it deters residents from taking dogs to the dog park. The dog park is not cleaned up and has piled up mounds of feces. This is not enforced by management let alone any of the other known issues that they have with living conditions. Mold, unsafe water, garden that has food in standing water flood plane, poor plumbing. These issues get dismissed and staff is more than willing to gaslight residents and say that there is no issues. If they fix something it is either painted over or smeared with caulk and not actually completed per code. They have also sprayed pesticide around the common areas with no warning or knowledge to residents. This includes the community garden that they tell residents is supposed to be organic. The watering hose pulls out of the bricks. They have been seen burying literal extension cords, not Romex, running from shop to office without any calls to city. HAND was just out here last year fixing issues that they had and it has just gotten worse. Uneven sidewalk is causing falls. The fencing has compliance issues. The inside of apartments have foundation cracks on all floors and drywall is pulling away from ceiling. Complex has threatened residents with extra charges due to recent issues with flushing objects that should not be flushed when trees outside are likely a huge issue with plumbing. Office keeps food on floor inside office that they donate to residents. Under sinks are rotten and cabinets are falling. CLOSE YOUR EYES AND POINT! THIS PLACE IS UNSAFE FOR PETS LET ALONE PEOPLE! They let family's live here even though they only offer 1 bedroom apartments. There is plenty of proof that this place is causing issues for residents. Not to mention that staff is possibly pocketing money from misc charges. There was kitchen appliances just sitting in the driveway over night a few nights ago. They let staff take them home and cut cords off of air conditioners to scrap. Not enough handicap parking. Handrails outside and in are not secure. Leaks are left for so long before fixed and damaged property is never properly dried or replaced. Fans in bathrooms do not suck air. Apartments have ZERO air circulation to maintain healthy conditions. They refuse or ignore you if you have any issues with air conditioners because they do not want to replace them. They will pull appliances that have issues and replace them with used appliances with other issues. They add in charges that are not in lease contract. Management watches people smoke marijuana and drink alcohol in common areas causing unsafe conditions. They have been made aware! They work directly with BEACON to get people in here and then prey on people with fixed incomes and leave them with less than $100 a month to survive on. No one can afford to move out of here and are stuck here sick and miserable. People avoid areas outside because of the inebriation. The police have been out more than a few times due to fighting because of this. Cleaning crew that they 1099 throw trash from second story windows into truck beds. They let mowers mow lawn going way too fast. They don't even pay for them to mow dog park most of time. Have found syringes and literal drugs in common areas. The trees are constantly breaking off whether its windy or not. Lumber and random trash sits around office workshop. The old railroad ties could be contaminated with arsenic that sit and rot and leach into the ground. The elevators are never properly maintained and have been out of order for months at a time. The hallway fire extinguishers are missing from wall. The floors throughout bubble and are uneven. The drains stink often due to improper plumbing. Water pressure is random. Cold water is warm. They do not flush or maintain waterheaters. The dryers in buildings do not work due to being hooked up with equipment that isnt code. The vents to the dryers are cleaned 1 time a year. Rubber boot for sewer line cleanouts are not capped and have never been secure. They do not spray or enforce proper cleaning of air conditioner units causing serious respiratory issues. The less management spends on repairs the more bonuses they get. High turn over rate of employment due to obnoxious demands and poor quality. If an employee does they're job correctly they are reprimanded for taking too long. Management and maintenance are related technically so money spent is peculiar and repairs are biased. Watched maintenance just mop up a water leak on first floor and not actually fix issue that caused leak which was from second floor washer. This literally killed someone from a fall a few years ago.. The ceiling has collapsed in laundry room before. People are coming here to die. FIX IT!

Nuisance Lights

S Landmark Ave

Stop light at Landmark and 3rd took more than 8 minutes to change green from the Landmark side and then was green only long enough to let two cars through. Second time this week. Cars were turning around and some entering intersection without the green light. A hazard. Our options to get into town are limited these days between closures and construction on both 2nd and 3rd street.

Still can’t clearly see the walking trail when crossing this intersection coming from under the train bridge. Not sure if the wrecker service owns the easement behind their building or if it is city maintained but it NEEDS to be mowed down on all sides at this crossing to improve visibility before a pedestrian is injured.

Not a new report but followup on your reply to 212831 8/3/2026 16:05:49 Closed by Kyle Baugh Hello Betty, Thank you for reporting this issue. This sign is intended for the pedestrian detour for folks to utilize the north sidewalk along W 2nd Street while the new path is under construction. I will pass this note to the project manager for this location to see if there are any adjustments that may help clarify the setup. This doesn't make sense unless the sign faces WEST as well as EAST. A pedestrian heading east is heading AWAY from any closed sidewalks. If it DOES face both ways, PLEASE COVER UP THE WEST FACING SIGN before a driver turns left into College into oncoming traffic. Thank you!

Bed bugs in apartment on and off for last two years throughout the building and other units. Bites on legs and chest and neighbor is having issues as well. 18 days ago management treated bed bugs in unit 303 of building 303. Management also treated for bed bugs in November 2025. On going issue.

I know this is a rental community i do not know what else to do however. The landlord either doesn't realize it's their responsibility or isn't concerned about the limbs hanging over the sidewalks in the community. I'm physically disabled and legally blind have home health care services. To problems with getting caregivers I've been forced to be home days at a time. I like to get out and walk however. To help my arthritis. For overall well being. The rather hilly terrain here is difficult enough for me. The limb issues are posing more of a risk to me unfortunately. I have had several eye surgeries despite wearing sunglasses when outside the limbs hanging still pose a risk of injury to my eyes. I had a severe infection from unknown means in past months that posed risk of losing the eye. If the city can do anything to enforce the management tend to the limb issues it would be greatly appreciated.
