Are folks allowed to drain straight into the street? House at Park Ridge and Morningside has two to three new drain outlets straight into street and city sewer. Morningside side.

A house on my street has become a transition house for alcoholic woman. My opinion is that this primarily one-family house has become a hotel. This neighborhood isn’t zoned to all allow businesses. N. Smith and E. Morningside - House at NE quadrant of section has had cans out several days past pick-up now.
The light in front of 4201 E. Morningside Dr. is burnt out making it difficult to see when walking our dog in the early morning & evening.
