Dear Valued Vendors, Suppliers, and Contractors:

The City of Bloomington has partnered with OpenGov and is excited to announce our future transition from a paper-based solicitation process to a fully automated web-based electronic solicitation and vendor registration system. If you would like to receive email notifications about new solicitation opportunities, subscribe to the city's Procurement Portal hosted by OpenGov, which will launch later this year. There is no cost for Vendors, Suppliers, or Contractors to register and use the system.

Our new Procurement Portal will offer:

  • Email notifications of future city solicitations (RFx) to the email address used when subscribing to the portal
  • The option to follow RFx by clicking the “Follow” button, located on each project page
  • Online submission of documents for solicitations, including Q&As, addendums, notices, electronic bids, proposals, or quote price sheets, and required forms (e.g., bonds, insurance, certifications, or affidavits)
  • Assurance of safe and accurate completion of electronic solicitation submissions and responses with guidance tools that include tutorials, help pages, and online chat assistance available within the portal
  • One centralized location for all city opportunities and submissions
  • Free access to 1000+ government solicitations posted by other agencies available on the OpenGov Portal

TO REGISTER

  1. To access the portal, either click on the link above or copy it into your browser's address bar.
  2. When the Procurement Portal page opens, click on the green “+Subscribe” button under the City of Bloomington logo.
  3. A “Log In” box will open.
  4. Enter the email address at which you want to receive notifications and click the blue “Sign up” link at the bottom of the “Log In” box.
  5. You will receive an email from OpenGov to activate your account. Click the blue “Activate Account” button in the email and complete your registration.
  6. During the registration process, you will have the option of selecting Category Codes to assign to your company profile. Local and federal governments use these codes to assign services and products to specific categories to help group items together with similar characteristics. State and local governments use the NIGP codes, and the Federal government uses the NAICS codes.
  • You can assign codes from both categories if you choose, though you do not have to assign any codes at this time. You have the option to assign codes at a later time. Be aware that you will receive notifications of all solicitations if you do not assign any codes. Click this link for more information on setting up category codes.

Affirmative Action Plan Requirements

Affirmative Action Requirements exist for projects exceeding $10,000.00. It is the responsibility of the Contractor to ensure that they have met the necessary requirements of the City of Bloomington's Affirmative Action Plan.
