Apply and Pay for your Right-of-Way Permit in Civic Access the City of Bloomington is no longer accepting the paper version. Please contact (812) 349-3913 if you need any assistance completing a Right of Way Use application through the Civic Access portal. One of our staff members will be happy to walk you through the process. Please remember to disable your pop-up blocker before you attempt to process an application
