How Would YOU Transform 2045?

The Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO) provides transportation planning services for Bloomington, Ellettsville, and parts of Monroe County, Indiana.  Please access the 2045 METROPOLITAN TRANSPORTATION PLAN here.  This final document incorporates public comments gathered during the formal 30-day public comment period ending on October 5, 2020 and through an extensive community survey.  The BMCMPO Policy Committee adopted this Plan on October 9, 2020.

What is a transportation plan and why is it important?

Transportation is a common thread in the quality of life of the residents of any community. People need to move safely and efficiently between their homes, workplaces, shopping, and recreational activities. For each trip that a person makes, there are options. What mode of travel will be used? Which route will best connect the trip origin with its destination? What are the costs and benefits of the decisions made with regard to each trip?

The Metropolitan Transportation Plan (MTP) serves as a primarily planning tool for predicting future transportation needs and to illustrate a plan of action to meet forecast needs. Specifically, it provides a menu of transportation projects to be implemented over the next 25 years that will alleviate projected congestion points, safety hazards, and connectivity limitations. By using the following links you may access our currently adopted transportation plan.

2045 Metropolitan Transportation Plan

Federal requirements mandate that the Metropolitan Transportation Plan (MTP) maintain at least a 20-year planning horizon.  Through the development of an MTP, the Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO) seeks to answer questions like:

  • What should transportation in Bloomington and Monroe County look like in 2045?
  • What are our transportation priorities for the future and how do we achieve that vision?

The Policy Committee adopted the 2045 Metropolitan Transportation Plan in October 2020.  The BMCMPO updates the MTP every five years in order to maintain a minimum 20-year time horizon.

An extensive community-wide public survey for development of the 2045 Metropolitan Transportation Plan entitled "How Would YOU Transform 2045?" replaced public meetings and public workshops for the balance of 2020 due to the COVID-19 Pandemic and the Governor's Emergency Order restrictions. The collection of Public Survey comments extended from May through July 2020. The BMCMPO additionally advertised and completed a 30-day public comment period in August and September 2020. Full documentation of the Community Survey results is contained within Appendix C: Plan Development & Public Involvement Methodology of the 2045 Metropolitan Transportation Plan adopted by the BMCMPO Policy Committee on October 9, 2020.
