The Bloomington Monroe County Metropolitan Planning Organization (BMCMPO) is a Metropolitan Planning Organization (MPO), that serves the urbanized area of Monroe County, Indiana. The BMCMPO is one of fourteen regional planning organizations & MPOs in the state of Indiana. MPOs were created by Congress in 1962 through the Federal Aid Highway Act, a legislation that focused on planning for urban areas, rather than cities. MPOs are required in every urbanized area as a condition for receiving annual funding allocations from the Federal Highway Administration and the Federal Transit Administration. 

The BMCMPO plans for, programs federal funding for, and supports multi-modal transportation efforts within the BMCMPO Metropolitan Planning Area (MPA), which includes the developed area encompassed by the urbanized area boundary (UAB) and the areas that are expected to urbanize over the next 20 years. The BMCMPO's jurisdiction includes the City of Bloomington, the Town of Ellettsville and parts of Monroe County. The City of Bloomington Plan Commission was designated as the MPO for the Bloomington Urbanized Area by Governor Robert Orr in 1982.
