TIP Call for Projects

On August 17, 2026, the Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO) will open a call for projects for the Fiscal Year 2028-2032 Transportation Improvement Program (TIP), which covers the time period of July 1, 2027 to June 30, 2032. All local public agencies (LPAs) within the BMCMPO metropolitan planning area (MPA) are welcome to apply - this includes: Monroe County, City of Bloomington, Town of Ellettsville, Indiana University, Rural Transit and Bloomington Transit. In order to be considered for funding, LPAs must have at least one certified ERC (Employee in Responsible Charge) on staff. Projects submitted for consideration are required to go through the Federal project development process. 

The BMCMPO Transportation Improvement Program (TIP) is a federally required, capital investment plan created by the Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO) to guide and track over $20 million in federal funding that is anticipated to be granted to the BMCMPO across the next five years. A new TIP is created every two years, allowing for a re-evaluation of funds and projects for the region and the introduction of new projects into the five-year scope. Each year, BMCMPO receives around $4.5 million in federal transportation funding from FHWA, through the Indiana Department of Transportation. The BMCMPO allocates this funding to local public agencies (cities, towns, counties, and transit organizations) for multimodal transportation projects (roads, bridges, trails, and transit) with the MPA. Federal regulations require that transportation projects completed within the MPA and funded with U.S. Department of Transportation funds be included in BMCMPO's TIP.

Timeline

The anticipated timeline for the development and approval of the FY 2028-2032 TIP is as follows:

• August 17, 2026 - Issue Call for Projects
• September 18, 2026 - Call for Projects Applications due to BMCMPO staff
• October 2-4, 2026 - Publish Legal Advertisements
• October 2, 2026 - Thirty (30) Day Public Comment Period Begins
• October 2, 2026 - Submit Draft TIP to INDOT for initial review
• October 12, 2026 - Public Meeting (drop-in/open house) held at City Hall, 401 N Morton St, McCloskey Room, 5:30pm-7pm
• October 21, 2026 - First review (non-voting) of Draft FY 2028-2032 TIP by the Technical Advisory Committee (TAC) and Citizens Advisory Committee (CAC)
• October 23, 2026 - First review (non-voting) of Draft FY 2028-2032 TIP by the Policy Committee (PC)
• October 31, 2026 - Thirty (30) Day Public comment Period Ends
• December 2, 2026 - Final review of Draft FY 2028-2032 TIP by Technical Advisory Committee (TAC) and Citizens Advisory Committee (CAC) & vote to recommend approval by the Policy Committee         
• December 4, 2026 - Final review of Draft FY 2028-2032 TIP by the Policy Committee (PC) & vote to adopt
• December 9, 2026 - Submit the FY 2028-2032 TIP Draft adopted by the PC to the Indiana Department of Transportation, Federal Highway Administration (FHWA) and the Federal Transit (FTA) for review and approval (no later than April 30, 2026)
• February 2027 - Receive approval letter for BMCMPO FY2026-2030 TIP from INDOT, FHWA, and FTA             

Anticipated Funding Program Levels

The table below lists BMCMPO's anticipated local share of the federal formula apportionments that are granted to the State of Indiana Department of Transportation broken down by the funding source. BMCMPO staff will program funding according to the spending authority shown in the second to last row in the table. Note that some of the money is already accounted for due to funding exchanges with other Indiana MPOs that were arranged during previous TIP periods. The final line in the table shows the actual amount of funding available, which is the spending authority less/add any MPO exchange commitments.

Public Input

BMCMPO staff will make the call for projects applications and TIP available for a 30-day public comment period between between October 2 and October 31, 2026. BMCMPO staff will hold a Public Meeting (drop-in/open house) at City Hall, 401 N Morton St, McCloskey Room, 5:30pm-7pm so that the public can learn more about the FY 2028-2032 TIP. Additionally, the public can attend any of the three MPO public meetings in October to learn more about the TIP prior to the vote in the December meeting. Project Evaluation & Selection

Currently, BMCMPO does the best it can to fund most to all of the projects that are submitted by the two LPAs with certified ERCs (the City of Bloomington and Monroe County Government). TIP project applications and the federal funding amounts for each project are negotiated by representatives from each LPA. The BMCMPO Complete Streets Policy is used as an advisory tool in the discussion. In-process projects previously programmed in past TIP documents are typically prioritized. Project funding recommendations are then presented to the BMCMPO Citizens Advisory, Technical Advisory and Policy Committees for initial review . After a public meeting and the close of the public comment period, BMCMPO committees vote on the approval of the TIP.
