TIP Call for Projects

The most recent Call for Projects, for the BMCMPO Fiscal Year 2028-2032 Transportation Improvement Program (TIP) was issued August 17, 2026 and closed September 18, 2026. The next TIP Call for Projects will be August 2028.

All local public agencies (LPAs) within the BMCMPO metropolitan planning area (MPA) are welcome to apply - this includes: Monroe County, City of Bloomington, Town of Ellettsville, Indiana University, Rural Transit and Bloomington Transit. In order to be considered for funding, LPAs must have at least one certified ERC (Employee in Responsible Charge) on staff. Projects submitted for consideration are required to go through the Federal project development process. 

The BMCMPO Transportation Improvement Program (TIP) is a federally required, capital investment plan created by the Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO) to guide and track over $20 million in federal funding that is anticipated to be granted to the BMCMPO across the next five years. A new TIP is created every two years, allowing for a re-evaluation of funds and projects for the region and the introduction of new projects into the five-year scope. Each year, BMCMPO receives around $4.5 million in federal transportation funding from FHWA, through the Indiana Department of Transportation. The BMCMPO allocates this funding to local public agencies (cities, towns, counties, and transit organizations) for multimodal transportation projects (roads, bridges, trails, and transit) with the MPA. Federal regulations require that transportation projects completed within the MPA and funded with U.S. Department of Transportation funds be included in BMCMPO's TIP.
