The City of Bloomington is an entitlement community that receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). An entitlement community is a city or urban community with a population of 50,000 or more which, because of its size, receives CDBG grant funds directly from HUD. The City of Bloomington's Department of Housing and Neighborhood Development (HAND) is responsible for administering the program
The CDBG funds are used for the development of the community with funded activities being principally for persons of low and moderate income. The CDBG statute and regulations set forth eligible activities and the national objective that each activity must meet. As a CDBG recipient, the City of Bloomington is responsible for ensuring that these requirements are met.
CDBG funding categories are:
- Administration: 20%
- Social Services: 15%
- Physical Improvements: 65%
CDBG Allocation Process
The CDBG Program Year is June 1st through May 31st. The applications for Physical Improvements and Social Services funding for the next CDBG program year become available in the fall each year. CDBG funds are allocated annually by the Citizens Advisory Committee (CAC). Allocation recommendations are made by the CAC in January and finalized by the City Council in February or March in preparation for start of the program year in June. CDBG Application Information
Community Development Block Grant (CDBG) funds are allocated on an annual basis in January. Applications for those funds are available in the fall.
Consolidated Plans
The Consolidated Plan contains Bloomington's plan to pursue the goals outlined by HUD for all community planning and development programs, as well as for housing programs.
