Required Plan Reviews and Inspections
- CivicAccess application and supporting documents review for completion
- CivicAccess application and supporting documents review for compliance
- Inspection of required improvements, including but not limited to street trees and pedestrian facilities
The applicant may use the Planning and Transportation Department staff or a private provider to conduct these reviews and inspection. The applicant must indicate in the CivicAccess application if they will use a private provider.
Timeline
- Applicant gathers required information.
- Applicant applies through CivicAccess.
- Staff reviews the application and sends a notice to the applicant of a 'complete' or 'incomplete' application within 3 business days of application. If deemed ‘incomplete’, the notice will contain the deficiencies found.
- Applicant submits revisions to the application.
- Staff reviews the application and sends a notice to the applicant of a 'complete' or 'incomplete' application within 3 business days of revision receipt. If deemed 'incomplete', the notice will contain the deficiencies found.
- Steps 4 and 5 continue until a 'complete' application is achieved.
- Staff sends a notice to the applicant that the application is 'complete' and that a review is required. Said notice includes notice that a review will be conducted within 7 business days of the 'complete' determination and that an inspection will be conducted within 3 days of a written inspection request.
- Staff must complete the review within 7 business days after the 'complete' notice is sent to applicant.
- If the CZC is not issued within 7 business days OR an agreed upon timeline, staff must issue the CZC or a limited CZC the next business day. Any delay in processing the CZC outside of the control of the City or through the fault of the applicant does not count toward the 7 business day review.
- Staff will issue the permit to the applicant.
- Applicant can use CZC to apply for a building permit at the Monroe County Building Department.
- The CZC fee is collected when the building permit is issued.
Fees
Fees for Class 2 structure CZCs will be collected by the Monroe County Building Department at the time of building permit issuance. The fee is $0.14 per square foot of construction. Permits for not-for-profit, community service organization, and governmental agencies do not require the fee.
Requirements for a Complete Application
- Items needed BEFORE applying for the CZC:
- Utility Authorization Letter from City of Bloomington Utilities
- Approval Letter from the Historic Preservation Commission or its designee if the property is historically regulated
- Floodplain Development Permit, if applicable
- Information required in CivicAccess for a Complete Application:
- All documents listed in 1. above, if applicable
- Whether or not there is associated work in the right-of-way
- Whether or not the property is a rental
- Whether or not the site contains environmentally-regulated features
- Indication of proposed tree removal
- Contact information for applicant and owner
- Scope of Project
- Type of proposed work (New Construction, Addition, Pool, Remodel, etc.)
- Proposed use of the site
- Site Plan containing:
- Indication of where the proposed work will occur on the property
- Property lines and relevant easements
- Compliant setbacks marked
- Compliant impervious surface calculation for proposed work, if applicable
- Driveway location and width, if proposed to be new or altered
- Compliant pedestrian facilities and street trees, if applicable
- Location of environmentally regulated areas on the property and compliant existing or proposed associated easements
- Compliant Elevations with height and materials, if applicable
- Floor Plans, if applicable
- Deed for the Property, if applying for a CZC involving an Accessory Dwelling Unit
- Affidavit of Property Owner, if applicable
- Any additional images, if applicable
- Private Provider’s Certificate of Insurance, if using a private provider for review or inspection
- Signature Certification that all required documents have been submitted and all information is accurate
Contact Requirements
The City must deliver all notices to the applicant in an electronic format that provides for verification or acknowledgment of receipt of the notice. If no receipt of verification of notice is received within 3 days of the notice issuance, the City will send a paper copy of the notice on the next business day by US mail.
Private Provider
An applicant may use a private provider (a registered architect, registered professional engineer, or certified building inspector) to perform the plan review and/or inspection. The cost will be borne by the applicant. The City may charge the applicant a convenience fee of up to $100.00. Any reviews or inspections by a private provider must be at least as extensive as those performed by staff. If a private provider completes a review, they must prepare an affidavit to be submitted. The plan review report must be submitted to the City within 5 days of completion of the report. If the report is complete, the City must issue the CZC the next business day after receiving the complete report. If the private provider submits an inspection report, the City may not require additional inspection or approval.
