IMPORTANT INFORMATION FOR CONTRACTORS & DEVELOPERS

 

 

Installation Inspections

  • A CBU Inspector will be assigned to watch over your project / development.  The inspector will be available to answer questions on-site or via phone.  While on-site, the inspector will take measurements for as-built records, perform infrastructure testing, and ensure that the utilities are installed per plan.

 

  • CONTRACTOR MUST NOTIFY CBU INSPECTOR at least 24-48 hours prior to start of construction including but not limited to:
    • Installation of new pipe and/or infrastructure
    • Scheduled bypass pumping or water service interruption
    • Taps
    • Filling & testing of new infrastructure
    • Finalization of stormwater quality & erosion control measures
    • Walk-through Inspections Requests (see below for more details)

 

  • Inspector's Working Hours: 7:30am - 3:30pm EST.  All Overtime or Holiday Work requests are to be scheduled and pre-approved in advance by the Assistant Director of Engineering.  Please provide Inspectors with contact and billing information.

 

  • For all pretreatment inspections, please contact the Pretreatment Inspector to schedule a site visit after installation, but BEFORE the device(s) are buried.  Make sure that all venting is installed.  Please allow a 24-48 hour notice.

 

  • For all backflow device inspections, please contact our Environmental Program Coordinator to schedule a site visit AFTER the devices are installed.  The Contractor/Developer is responsible for hiring a Certified Cross-Connection Specialist to perform the testing of the devices within 30-days of installation.  For additional information, click here.

 

Walk-through Inspection & Development Acceptance

  • A walk-through inspection is to be completed after all Water, Sanitary Sewer, and Stormwater infrastructure has been installed and passed the necessary testing requirements.  Dependent upon the type and size of the development, project phasing may play a role in the timing of the walk-through.  Multi-phased projects will require multiple walk-through inspections if water service is needed prior to the start or completion of secondary phases (these are done according to the proposed project phasing).  Most projects will include a Preliminary Inspection, Follow-up, and Final Inspection (at the end of the project); see below for general timelines for an inspection to occur.

    • Walk-through Inspection Requests are to be made at key points during construction:
      • Completion of all water/sewer infrastructure installation and testing
      • Completion of stormwater installation
      • Completion of individual phases of a development (before moving to the next phase)
      • Completion of Pond, BMP, or other related site installations
      • Completion of Final Asphalt Installation
      • Close out of Entire Project

 

  • It is the contractor’s responsibility to notify the project inspector (and the associated technician) when they are ready to schedule a walk-through inspection.  The contractor should plan to be present during the walk-through.

  • A preliminary walk-through inspection generally includes the involvement of multiple people and departments, so coordination is key to the success of a quick turn-around time.  If deficiencies are found, a formal letter will be issued to the contractor and copied to the developer.  These items are required to be corrected within 30-days of the letter.  Once corrected, the contractor must contact the inspector for a follow-up inspection.  After all items are corrected and the final pavement is applied (to ensure all items are at the proper grade and in good condition) a Final Acceptance letter will be issued. 

 

Project Delays

Deficiencies could result in the Holding of Services and/or Meters!

These items are directly related to the preliminary walk-through and its outcome.  Please plan your project’s timing for the scheduling of services and/or meters accordingly.

 

  • All residential water meters will be held until all applicable testing has passed and a walk-through has been completed on the infrastructure. 

 

  • In the case of subdivisions, 90% of water meters will be held for each phase of the project pending completion of the walk-through and the correction of any deficient items found.

 

  • The release of water meters for all non-residential projects and any additional requests will be reviewed on a case-by-case basis.
