The City of Bloomington Noise Ordinance under Chapter 14.09 of the Bloomington Municipal Code prohibits unreasonable vehicle noise that disturbs a reasonable person of ordinary sensitivities, and lists fines. It's enforced by police, but of course they have to know the source of the noise and be able to verify it, which creates enforcement challenges when we can hear the noise but can't pinpoint it, or when the vehicle is gone. If you know of a specific license plate or person in question, non-emergency noise complaints can be reported to the police dispatch at 812-339-4477.
