I am a parent of three children participating in swim lessons at Bryan Park pool. I have several concerns with the lack of training and the ratios of children to instructors, especially in the level 1 class. The instructors are very nice, but clearly have not had instruction or training on how to conduct a swim class. My son in level one had about 14 kids in his class to one instructor. This is a safety issue in itself, but he also had very little instruction or even pool time during his lesson. He sat on the wall with his feet in the water 99% of the time other than when it was his turn to be dipped into the water for a few seconds. Additionally, in the toddler/guardian class, our poor instructor had just discovered she was teaching the class right before the class began. Needless to say, she was not prepared and did not have anything as far as activities pre-planned for the class. I understand that finding instructors may have been difficult this year, however, if a program is being offered especially ones that have a fee, I feel that there is an expectation for there to be some quality and training involved. Learning to swim is an extremely important skill that I would hope Parks and Rec would ensure to be a quality controlled program with many weeks prior training. Please consider implementing more staff and age and swim level specific training before swim sessions begin for these instructors in future sessions. Thank you for your time.

I am quite concerned with the continued lack of on duty lifeguards at the Bryan Park Pool during swimming lessons. Three days ago (6/7/21), I almost ended up jumping into the water myself to save my actively drowning 3 year old because her instructor had taken a child to the bathroom leaving another instructor to watch both his and her classes, unsuccessfully. In my incident report, I stated that there needs to be a lifeguard on duty other than the instructors because they cannot reasonably be expected to see everything around them and it's not the parents job either. Mind you, I have many years of being both a lifeguard, aquatics director, swimming instructor, and outdoor educator under my belt when I say this. It's not just my opinion.
I was told in a follow-up meeting the next day with the aquatics director, Shanda(?), that there would be a lifeguard on deck or in the chair from now on. This, unfortunately was not the case, yet again, at tonight's lesson. I have attached a picture (I hope) showing that there are no lifeguards in the stand or on deck anywhere near the active lessons. If the argument is that the instructors are also watching the kids, please refer to Indiana Health Code 410 IAC 62.135 Lifeguards (g).
I am filing this complaint through the city not to be a pain, as I've dealt with my share of those over the years, but because I genuinely believe this is an unsafe situation based on experience. Furthermore, it clearly doesn't seem to be resonating at the facility level.

The sidewalk at the north edge of the Goat Farm is covered with mud and water. I reported this on 3/30, #172124, and it was cleaned up. The problem appears to be a lack of drainage causing the standing water and residual mud.

I've reported this area twice, #172124 and #172370, but today it's impassable again due to standing water. I appreciate the work you've done to clean it up. I use this sidewalk frequently and I would like to know what permanent solution will be installed to stop this problem from recurring. It seems like the ground on the downhill side needs to be lowered next to the sidewalk to allow the water to run off.

There is a pile of debris sitting along the edge of the road. This is on the east side of Manor Road, where Manor runs between Southdowns and Sheridan as it crosses over the creek. This looks like debris that came from the creek, maybe during a high water time. It just needs to be removed and cleaned up.

Hi! One of the street trees outside my home is dead. We would love to have it removed and a new tree planted. I think the new tree should be moved a few feet over (a few feet east), as I think this tree may have died due to proximity to city water lines. Thank you.

Last year the City replaced a dead tree in the tree plot with a service berry. However, the service berry is now more than half dead, including the main trunk. Can you replace it with something else? The City did water it all last year so I don't know what happened. Thanks.
Trails

About .5 mile into the rail trail is a large homeless camp (off Country Club) from the entrance. The sites continue to grow & pop up. There are multiple concerns with this. 1. Contamination with the water by litter, human waste, & drug paraphernalia. 2. Affects to wild life through trash & humans inhabiting their homes. 3. Land is affected by litter & drug paraphernalia such as glass pipes & needles. 4. There are safety concerns with children playing in the creek due to human waste & drug paraphernalia being in the water, they could get diseases from contaminated needles or step on glass pipes. 5. This is a dangerous location for the homeless as they are in a flash flood location. It has completely flooded out on 2020 & 2019. 6. Safety concerns with those using the trail or those who live in the neighborhood on the other side. One of our tenants contacted the police for fear of someone being outside of his home in the middle of the night. We have also noticed foot prints being outside the windows when there was snow on the ground. We can send additional photos it needed & have also reported to Rebecca Swift. Clear Creek trail, 1? mile south of Tapp, water fountain is taped up. It really would be good to get it going again, as is a needed water stop between Tapp and the Sheriff's substation further south.
