The grass/vegetation on the city right-of-way between Franklin Road and 3rd Street is sorely in need of mowing/cut back.

Animal control picked my dogs up from my dog sitters and I was never told nor has anyone from the animal shelter contacted me over my dogs I think it's wrong for them to take my two dogs considering they did not have no contact with me not through phone not through face-to-face they did not even go to the address on my dog's profile but just took my dogs that is not right it should be against the law for them to do that without verbally speaking to the owners
At 10:04pm on Monday, June 2, 2025, I observed an older white SUV go from the west bound lane of Country Club into the east bound lane of traffic head on, then back up into the gravel/grassy area on the south side of Country Club and east of the Rail Trail parking lot. There is a gravel road that runs parallel to the Rail Trail there. I also saw headlights from a second vehicle facing north on the gravel road further down to the south, which would have been beyond where the gate is located that should keep vehicles out of that area. These appear to be homeless people. They need to be removed and that area needs to be secured so that no homeless people can drive vehicles back into the woods and live along the road. That part of City Property has already been subject to eviction and cleared out. The homeless need to be removed immediately from anywhere and everywhere along the entire stretch of the Rail Trail from Country Club to Gordon Pike, as well as anywhere along the gravel road running parallel to it. This area needs to be continuously monitored so they do not return.
Homeless person camped outside apartment building. Blocking access to tenant mailboxes and preventing mail from delivered.
Case #214392, Case #214205, Case #213337, and Case #213273 Per the official uReport response provided by Gretchen Knapp, directing me to reach out because a plan was in place, she stated verbatim: "Please reach out to Bloomington Transit directly regarding this issue. They have a plan in place to address these concerns." Additionally, regarding broader administrative actions, she stated verbatim: "Thank you for your message. We are actively working on addressing the area through daytime and overnight patrols from the Bloomington Police Department and our After Hours Ambassadors team to ensure that the issues and behaviors are addressed and that individuals can be offered connections to supportive services to help them access better housing ... When behaviors are violations under the law and local regulations, we follow City policies and practices regarding giving adequate notice of the laws and rules before a citation is issued. Individuals in this area have received the prerequisite notices and offers of support, and now we can move on to the next steps that should lead to improvements for the public experience of that area." Administrative focus on overnight conditions completely misses the reality for daily commuters. I do not care who sleeps there in the middle of the night when the terminal is closed; my primary concern is early in the mornings, evenings, and weekends when paying riders are trying to make active transfers. During these peak operating hours, there is a total lack of security present. The transit terminal is listed on posters and websites as a "heating and cooling station." As one of the only women waiting at the terminal, the environment is deeply unsafe and intimidating, marked by individuals staring, memorizing riders routes, approaching uninvited, engaging in sexual harassment, and acting aggressively territorial over the benches because they treat the facility as an unmanaged home. Furthermore, when reaching out to Police Chief Ryan Pedigo for assistance, his response was simply to just call 911 if there is a crime. But in practice, when 911 is called, these incidents, including sexual harassment, are routinely dismissed as a civil matter. This is entirely false. I do not know these individuals, these events are occurring on transit property, and I am a paying customer relying on public infrastructure. Compounding this failure, the city is locking the facility during extreme weather conditions, denying riders access to water or restrooms. Yet the rest of the time, the terminal serves as an unmanaged crisis shelter, functioning as a makeshift heating and cooling shelter where restrooms are vandalized, instead of the city building a separate, dedicated facility for the unhoused. Making matters even worse, Bloomington Transit proposed budget cuts water resources for passengers even further. This occurs despite record breaking heat indexes and high humidity that are causing physical illness for commuters who are already outside and exposed to the elements waiting on buses all day. Shifting the burden of social services onto a transit terminal comes at the direct expense of public transit riders who need to work, go to the grocery store, visit the doctor, and access essential services. To make matters worse, the time tables and schedules especially for the #2 route have become unreliable. This is not the fault of the bus drivers. Despite official assurances that a plan existed, following up yielded zero solutions or support. Instead, staff told riders there was nothing they could do and asked if they had considered taking an Uber to address ongoing sexual harassment and the potential of losing employment due to unreliable bus schedules. Compounding this administrative failure, outgoing management automated out of office notices ahead of the October 1st Keolis transition, effectively abandoning their posts. I never received a response from John McConnell, and when I reached out again via email this week, I received a can response that he had essentially went AWOL before October 1st: "I wanted to let you know that I am currently out of the office and will no longer be working for Bloomington Transit, effective October 1, 2026. I appreciate the opportunity to have worked with Bloomington Transit and am grateful for the experiences and relationships I gained during my time there. Please update your records accordingly. For any future inquiries related to Bloomington Transit, please contact the appropriate department or representative directly. Thank you for your understanding. Best regards, John Connell" I guess so what if someone who can't afford their own car has to deal with sexual harassment and might also lose their job because they can't get to work on time. He's getting paid either way. This comprehensive audit record is permanently logged into the public uReport database to ensure incoming General Manager Nick Standefer, incoming Keolis leadership, and the City Council retain an unvarnished record of the operational realities, active harassment, law enforcement deflection, water resource cuts, facility lockouts, and administrative contradictions being inherited on day one.
Subject: Urgent Safety, CPTED Failures, and Operational Chaos at Downtown Bloomington Transit Station As someone who has relied on Bloomington Transit for decades, I am watching the new station rapidly deteriorate and fall into a severe state of decline. I am submitting this ongoing safety report regarding the downtown station during early morning, late evening, and weekend transfer times, where paying riders face persistent threats, intimidation, and sexual harassment from non-riding groups who have become territorial over seating and facilities. Key Issues Requiring Immediate Action: Environmental & Operational Failures (CPTED Violations): The station completely fails basic Crime Prevention Through Environmental Design (CPTED) principles. Even while active bus operating hours are underway, the main building is locked and supervision is nonexistent. Furthermore, because the station doubles as an unmanaged heating and cooling shelter, it creates severe crowding and confusion; during extreme weather, paying bus riders are left with nowhere to sit or shelter. This is all compounded by surrounding darkness, physical decay, hidden alcoves, and dark alleys. The Circular "Pass-the-Buck" Bureaucracy: Bloomington Transit instructs riders to call 911, while 911 dispatch tells us to "just keep calling." When police are involved, they dismiss ongoing daily harassment as a "civil matter." When I took this up the chain, the deputy mayor gave me a cowardly shrug and passed the buck right back to Transit, ignoring the fact that I had already tried the police route with zero results. The Irony of the "Unskilled" Workforce & Taxpayer Betrayal: Groups of non-riding men are growing larger, visibly outnumbering women in the mornings, evenings, and weekends. Because low-income hospitality workers and working women have predictable schedules, they are easily targeted. There is profound irony in expecting workers in low-wage, "unskilled" jobs to act as the city's default, crisis-trained 911 buffer. The city has abandoned both transit riders and individuals desperately needing mental health services onto the exact same unmonitored platform—forcing two competing, incompatible services onto city-owned property that I am both taxed for and paying bus fare to use. Transit users are here to ride the bus safely, not to manage the fallout of unaddressed social service deficits or a "we can't arrest" policy. Bloomington Transit was not designed to double as an unsupported social services hub without oversight. I expect a concrete safety plan for this station, not another bureaucratic deflection. The police were there again this morning for non bus commuters, and I will not stop reporting this.
Most Recent Incident Report: Downtown Terminal SafetyAround 6:30 AM, while waiting for the 3 East bus, I experienced a severe safety issue at the downtown terminal. The building was locked, forcing commuters onto the outdoor platform in the pitch black. I was one of only two women present, surrounded by ten or more men with bed rolls and duffel bags loitering with no intention of boarding a bus. Men constantly emerged from and disappeared into the adjacent alleys and around dark corners. I was purposely avoiding the bench to stand alone away from everyone, but one man went well out of his way to repeatedly walk directly in front of and behind me to test my boundaries. I faced intense, intimidating staring and was forced to stare him down to protect myself.Systemic Context & Ongoing Safety ConcernsThis is not an isolated event; it is a daily, terrifying pattern. Transit drivers are hired to drive buses, and hospitality workers are simply trying to get to their jobs. We are pillow flippers and burger flippers, not paid or volunteer social workers, crisis managers, investigators, or martial artists. It is entirely unfair to dump people who clearly need specialized supervision onto a bus station. Just because the city already owns the transit center does not mean it can use it to avoid paying for a proper heating and cooling shelter. The city cannot just assume that everyday commuters will act as the default safety net to call 911 whenever someone has a medical issue or an episode. Every day, women are forced to arrive at work with their hearts racing due to a total lack of security, poor facility management, and a hostile environment. While I have empathy for everyone's situation, paying riders should not have to navigate an unsupervised gauntlet just to use public transit.
There is a "tent" structure in the front yard of this property. The legal owner is deceased and her adult children occupy this house without paying taxes. The homeless people who congregate here do not have access to a bathroom or sewage system. The property is littered with clothing and trash. This property has been under an abatement, which I believe ended when the property was sold recently at the Treasurer's tax sale. This property continues to be an eyesore and a health concern from feces & urine (from lack of restroom access), as well as rodent & insect investations. I have also seen needles from drug use scattered on the road in the past.
