Dear Madam/Sir, We are writing to report an ongoing and hazardous issue concerning the creek that runs behind our properties (3020 S Stratford Dr and 1920 E Wexlex Rd). After moderate to heavy rainfall, the creek's bank becomes overwhelmed by the increased water flow, resulting in flooding of our yards and water surrounding the residence at 3020 Stratford Dr. Our observations indicate that this flooding is primarily caused by erosion along the creek's eastern basin, located on public land 'above' and 'behind' our properties. The severity of the flooding is evident as approximately 2-3 inches of water accumulates around the house, enters the crawl space, and covers utility equipment such as the electric manhole and bollards. The water takes several hours to recede, during which time the electric manhole remains submerged. We have already notified Duke Energy about this issue, given its potential electrical hazards. As new tenants, we have identified this critical problem that was somehow overlooked by previous residents. While we can only attach a single image to this message and all incidents have taken place at night since our move, we are ready and willing to assist your team in identifying the eroded section of the creek bank, provide on-site explanations and further images if needed. We respectfully request your guidance on addressing this matter and your assistance in coordinating with Duke Energy, if required, to urgently resolve this situation. Follow-up on Report #185258 – Assistance needed, please forward to Ms. Elizabeth Carter. Dear Ms. Carter, Thank you for your prompt response to case #185258. We seek your continued guidance regarding the issue outlined in the initial message. The eroded drainage-way section lies outside our rental property's limits. After discussions with all relevant property owners (1912 E Wexley Rd, 1920 E Wexley Rd and 3020 Stratford Dr), we've concluded that this affected section of the drainage-way, causing flooding, might not be on our properties. This is reinforced by utility bollards adjacent to the eroded zone, demarcated by an extra fence. Suspicions arise from recently installed storm drain pipes on E Wexley, which appear to now funnel excessive water into this drainage-way, exacerbating erosion on both sides and ultimately flooding our properties. We kindly request the City of Bloomington's experts to determine ownership of the eroded section accurately and provide expert advice, ideally from an engineer, on addressing the heightened drainage flow, which is beyond our control. There are multiple areas of stormwater runoff and pooling occurring on my property due to the development and ensuing increased runoff produced by the adjacent property at 910 N Madison St. My observations of increased water on my property come from regrading of the property to be higher than mine, a capped drain, building on the N-S alleyway that used to serve as a way for runoff to flow to the street, and redirection of water onto my properties via gutters, tubing, and installed drainage flows that direct onto my property on the north and northeast side of the 910 N Madison property. This has caused flooding in my basement, yard, and driveway that was not there prior to the redevelopment of this property and the vacation of the alley. I have more photos of where the stormwater drainage from this property is deliberately directed onto my properties, but am not able to upload them here due to the limit of one photo. All of lots surrounding this home are now on the market for development at an increased density. My concern is for my current situation and for the increased drainage issues that will come from further densification without mitigation to protect me and my surrounding neighbors. I would appreciate someone to come out to my property to see the current situation and drains installed by the City that are not functioning to protect my properties at 317 W 14th and 920 N Madison from damage by stormwater runoff.

Has there been a coliform test done on the malodorous effluent that is seeping out of the SE corner of the yard at this rental address and covering the sidewalk making it impossible to avoid? Or is an obvious sewage leak that has been present for months not a concern of the City? We haven't had a cholera outbreak in awhile now - perhaps that is the goal (?)

On Saturday, May 29, 2021, this City-owned site was producing a lot of loud construction noises after 10:30pm. The noises included audible beeping from trucks or equipment backing up and loud banging noises, possibly the sound of either dump truck tailgates slamming on the bed of the trucks or some sort of excavator hitting the ground repeatedly. City ordinances only allow construction noises up to 10pm. Can the City be a better neighbor and not produce these loud, annoying noises at such late hours of the day?

As commonly done when the storm drain is cleaned they dump the debris into the yard which ends up killing the grass I was told that when they clean the drains they're supposed to take the debris with them. I'd appreciate it if they would I've been fighting keeping grass growing here and when the water goes fast if there's no grass growing it takes the topsoil. Thank you
