Water bill doubled since last month and toilets are having low water pressure. Worried that there might be a water leak.

Hi, not sure what category this goes into...at the corner of Woodlawn & Southdowns, southeast corner, there's a big culvert on the east side, and this was blocked by leaves. When I walked by this morning the ditch was 4' deep full of water and spilling over the road; on my way back a guy & his dog were trying to clear out some of the leaves. the trash and recycling receptacles have been on the sidewalk for 5 days. The yard is full of trash. There is pool that is full of standing water that has been there for about a month. There is busted indoor furniture in the yard. I'm not 100% sure, but I'm pretty sure I saw a rat near the foundation yesterday.
