I am unsure this is a city issue, there is was looks like a n old landline access panel or junction box on 5th st. that is next to the road (maybe in ROW) that is unlocked and now open. See the picture.
Anthony’s Pets has open cages for rabbits, allowing diseases to be spread from rabbits to humans, or vice versa. Animals are left sitting in their feces with little water.

Tall metal tower behind house (radio tower?) appears to be old, and the bottom of the tower is overgrown with vegetation. It's an eyesore at best and probably a hazard.
There are several street lights in the vicinity of the Baptist Church (maybe the name has changed) which is near the intersection of Woodscrest and 3rd Street that are not working. Could 3rd street in that area be driven at night to take a total tally of the lights that are out between High Street and College Mall Road? 200 S. Bryan Avenue - Loud party, excessive noise. Front door open and sound is able to be heard all over the place.
Alley between Union and Bryan, just north of 5th is barely passable in a small passenger car due to vehicles poorly parked in the alley. One of the vehicles is a yellow VW Bug.
