Regarding two street lights along college mall road, I am confused why they cycle in the way they do. The light at Buick cadillac and college mall typically runs green equally either way when the traffic on college mall road is by far more busy. Likewise the light between 2nd and 3rd street is cycled equally when again the traffic along college mall road is much busier. Their frequently is a line going south that gets stuck on 3rd street because of the constant backup of traffic caused by this. I am sure there is reasons for the different cycles programmed for the lights, but these two just does not make sense to me.

Fess Ave, between 2nd and University. There is a water meter cover that has been dislodged and is open, creating a risk of injury if stepped in. The leaves are partially hiding it from view. East side of the street.

There are "bump-outs" with pipes extending up from the ground surrounding them. I imagine the purpose for these is to protect pedestrians. The only problem is that they extend into the street, causing pedestrians who would not normally be out into the street this far to be there, and also they make it dangerous for cars turning left on each of these (Walnut onto 14th, 14th onto College)because it narrows the turn access, and it also blocks the site of the driver. Why are we putting pedestrians out into the street? Seems like a dangerous situation to me. Thank you.

Parking Enforcement officer #303, Gary Rutherford, lied about having spoken with me in any capacity after having written me a ticket. County Clerk RayeAnn Cox also illegally refused me my legal right to know my accusing officers name for no reason, and refused to allow me to legally and officially file a complaint against her officer. She could not give me a reason that she refused me my legal right, and waited a full 24 hours with no explanation and no legal justification. They should both be reported and investigated for how they handle and abuse their power, as well as reviewed for termination for not legally serving the public by which they've been given this power.

Missing manhole cover. I noticed this last night when I ran over it.

Please cover the hole and I would very much appreciate it if the city paid for my wheel alignment and tire balancing. This is not a normal pothole.
