Sewer Problems (Storm Sewers)

My Name is Josh Goodman and I live at 2821 E Tapps Turn, 47401. My gutters drain into an underground drain tile system (pvc pipe) and, as best as I can tell, this system drains east to west, runs under my backyard, and then hooks into the storm sewer (somewhere underground) on the east side of Sare Rd just north of where Buttonwood Rd intersects Sare Rd. I've been having issues for a while with the system backing up causing water to bubble out of the drain tile and down into the ground right next to the house. This tends to only happen during medium to heavy downpours. I had Roto Rooter come out with their pressurized water snake and camera and we cleaned out the entire system up until the point where it enters the storm sewer, but the issue still persists. There was a little bit of debris (leaves, etc.) but nothing that would cause the issue I'm seeing. Would it be possible for someone in the Utility Department to come out to my property to take a look to see if there is anything that can be done on the City's side to remedy this issue? The city has come out and measured several times for a culvert to be installed in front of my driveway. The problem is that the street is higher than my driveway and this house is at the bottom of a hill. When it rains all the debris from the street and houses above me come into my driveway. There is so much water that my basement can flood and the water level can easily reach several feet deep. I have at the moment blocks of stones in front of my driveway so that the debris and water keeps going down Mitchel street instead of blocking the small drainage grates that are in driveway. The storm drain at S Olive and E Hillside needs maintenance. It is located at the bottom of a hill and gravel driveways uphill have gravel running down the street in heavy rains. There is so much gravel built up that weeds are growing around the stop sign and around the drain. Now, during a heavy rain, water cannot get to the drain and backs up into our driveway and gets close to the garage. This has consistently been an issue for years. Please remove the gravel and help us with a solution to keep this area clean.

There is so much gravel built up that weeds are growing around the stop sign and around the drain. Now, during a heavy rain, water cannot get to the drain and backs up into our driveway and gets close to the garage. This has consistently been an issue for years. We had our basement flood (wet carpet in half the basement) on January 20, 2017 without any previous sign of leakage on that side of the house. The source of the water is unclear, but I'm wondering if the home (built ca. 1973) has a footer drain connected to the storm drain. Kevin Potter is coming out to inspect for structural damage at 2 pm today (1/25/17) The city storm drain was updated within the past two years with the new pipe starting at the down-slope corner of our property. The neighbor two houses up-slope from us discharges a lot of water from his property and had excavation work done near the end of his french drain on the 18th or 19th. Part of this work involved off and onloading a sizeable backhoe in front of our driveway near where the old and new drain pipe would be joined. I'm not sure what work the neighbor had done. In addition to his drainage, the neighbor immediately down slope from us was also draining his pool into the storm drain on what had been a very rainy week. Is it possible to send a city employee out to see whether some combination of these activities has caused the drainage system to fail or otherwise backflow into our house? Thanks!

Have been having ongoing issues with storm water running down Wilton St. from Arden Dr. and Hillside Dr. Was told Wilton St. was going to be repaved (about two years ago). Street patchwork has began washing out. Storm drains in front of her home were allegedly installed improperly. Has had minimal contact with Phil Peden, Utilities, but not satisfied with City's actions to date.

I have traveled High Street between Arden Rd. and 3rd Street twice a day for the last ten years. Every time there is a heavy rain, water accumulates and flows down High Street between E. Mores Pike and 2nd St. forcing me to move to the other lane to avoid going through large amounts of water creating a very unsafe situation. I was delighted to see this section of High Street repaved last summer and noticed the sewers also being worked on. I assumed, incorrectly, that the runoff problem would be corrected during this maintenance project. Since the paving the runoff has actually gotten worse. Are there plans to fix this unsafe situation so cars can travel safely on High Street without endangering drivers and pedestrians? I regularly see in the Herald Times where is city is allocating and spending money on hiking and biking trails, sidewalks and various pedestrian conveniences. Why don’t we spend some of that money on making our streets safe and passable? Looking forward to your reply, Franklin Lograsso Bloomington cc: David Rollo
