The City is planning to reconstruct the Tapp Road/Rockport Road/Country Club Drive intersection, as well as improve the current 4-way stop with a new traffic signal.

Project Description

The project will also include:

  • Left-turn lanes on the west leg (Tapp Road) and east leg (Country Club Drive) of the Rockport Road intersection, and an eastbound left-turn lane on Tapp Road at Pinehurst Drive
  • A multiuse path along the north side of Tapp Road and Country Club Drive
  • A sidewalk along the south side of Tapp Road, and east and west sides of Rockport Road north of Tapp Road
  • A slight realignment of the intersection and the addition of retaining walls to improve sight distance and lessen the impact on adjacent properties.

The Tapp Road and Rockport Road intersection project will improve pedestrian and bicycle connectivity, improve sight lines for all road users, and address vehicle congestion. Funding for the project is being provided by both Federal aid and local dollars.

A roundabout was initially identified as the preferred enhancement for the Tapp Road and Rockport Road intersection; however, in 2014 a decision was made to proceed forward with a traffic signal design. A traffic signal is anticipated to cost approximately $1 million less and have less environmental impacts (e.g., property impacts and karst features) than a roundabout.

The Engineering consultant for this project is DLZ Indiana.

The Construction Engineering consultant for this project is American Structurepoint.

Public Input

A workshop was held on August 4, 2016 to gather public comment and input regarding this project. The materials that were presented at that workshop are listed below. Additionally, a summary of all received comments associated with the public workshop are provided below with corresponding responses.

  • Design: 2015 - 2017 (INDOT Categorical Exclusion/Environmental Assessment Approval: October 2016)
  • Right of Way Acquisition: 2016-2017
  • Right of Way Clearing and Utility Relocation: 2017-2018
  • Construction: 2018
